The (USA) Senior Technology Operations role is responsible for overseeing the successful execution of medium-complexity technology programs by applying advanced program estimation, monitoring, and risk mitigation techniques. This position leads cross-functional coordination, manages financial plans, and ensures alignment with strategic objectives. The role requires strong stakeholder communication skills to influence and build consensus while supporting business operations and technology strategy integration. The incumbent drives continuous improvement, fosters accountability, and delivers measurable outcomes that support organizational goals and operational excellence within a dynamic technology environment.
About the team:
The Telecom team within Platforms – Infrastructure Services oversees enterprise connectivity across over 5,000 Walmart locations nationwide. This team manages carrier strategy, contract negotiations, financial governance, provisioning, and service assurance for data, voice, wireless, and mobility services with major providers. Leading large-scale transformation projects such as SD-WAN and GWAN backbone evolution, the team collaborates closely with Network Engineering, Wireless, Automation, Service Assurance, Procurement, and Legal. Known for rapid carrier activation, cost optimization, and SLA-driven operational excellence, the team plays a critical role in maintaining reliable and efficient connectivity to support Walmart’s business operations.
What you'll do:
  • Lead program estimation, risk assessment, and resource planning for telecom initiatives — new store/DC provisioning, SD-WAN enablement, WAN deployments, TTU and rollouts.
  • Monitor program progress across circuit ordering, provisioning, installation, and turn-up — ensuring alignment with schedules, SLAs, and budgets.
  • Facilitate cross-functional coordination with Network Engineering, Wireless, Service Assurance, Automation, Supply Chain, Procurement, Legal, and carriers.
  • Build stakeholder consensus through executive-ready status updates, QBR materials, and leadership narratives.
  • Manage budgets, MRC/NRC tracking, and financial governance — realized savings, contract impacts.
  • Drive carrier escalations and vendor accountability on outages, SLA violations, and chronic issues.
  • Translate business needs into actionable network provisioning and carrier engagement plans.
  • Drive continuous improvement

What you'll bring:
  • Proven expertise in telecom program management — carrier provisioning, circuit lifecycle (order → install → activate → bill), and site enablement at scale.
  • Strong knowledge of enterprise network architectures — SD-WAN, DIA, MPLS, GWAN, LTE/5G WWAN, satellite (Starlink/VSAT), and edge networking.
  • Demonstrated ability to lead cross-functional and cross-carrier coordination across engineering, operations, procurement, and carrier partners.
  • Experience managing telecom budgets and financial governance — MRC/NRC tracking, contract impact, and realized savings.
  • Hands-on Tier-1 carrier management (Verizon, AT&T, T-Mobile, Lumen, Zayo, Spectrum, Comcast) on SLAs, billing, and escalations.
  • Proficiency in PM tools (Jira, Confluence, Smartsheet) and TEM/carrier billing systems.
