About the Role

We are seeking a Program Manager to lead the execution of a federal IT modernization program. You will serve as the single accountable interface to the federal customer, coordinate tasks and personnel across concurrent task orders covering network engineering and cybersecurity engineering, and own program-level risk, schedule, cost, and deliverable oversight.
Key Responsibilities

  • Serve as the named Key Personnel Program Manager with full authority to act on all contract matters
  • Coordinate tasks, deliverables, and personnel across concurrent task orders spanning network engineering, cybersecurity engineering, and program management
  • Lead portfolio operations through daily standups, monthly Program Management Reviews (PMRs), and Quarterly In-Progress Reviews (QIPRs)
  • Forecast labor burn, manage risk and issue registers, oversee deliverable acceptance, and produce stakeholder reporting at weekly, monthly, and quarterly cadences
  • Interface with the Contracting Officer's Representative (COR) on routine and time-sensitive matters; escalate to the Contracting Officer when required
  • Enforce documentation, security, and quality standards across all task orders, including configuration management and audit-ready records
  • Lead formal change management with documented impact analysis; ensure all work is approved before implementation in accordance with customer policy
  • Coordinate cross-task-order dependencies, deconflict shared systems and personnel, and produce the consolidated weekly change calendar shared with the COR
  • Identify, assess, and mitigate technical and program-related risks
  • Serve as a technical and administrative resource for task order leads; collaborate with cybersecurity, network engineering, and operations teams
Required Qualifications

  • 5+ years of program management experience on federal IT programs
  • U.S. Citizenship or Permanent Resident status; ability to obtain Public Trust Tier 2 clearance through U.S. Capitol Police vetting
  • Demonstrated expertise in execution and oversight of major federal IT programs (cybersecurity, cloud, network engineering, service desk, or similar)
  • Strong written and verbal communication skills, including ability to brief senior federal stakeholders (Contracting Officers, CORs, agency leadership)
  • Working understanding of IT and cybersecurity capabilities
  • Experience with project management tools and methodologies (PMBOK, Agile, or similar)
  • Experience developing policies, procedures, work instructions, and quality control programs
  • Demonstrated ability to identify, assess, and mitigate technical and program-related risks
  • Experience preparing task proposals, including budget and schedule development
  • Strong analytical, attention-to-detail, and stakeholder communication skills
Preferred Qualifications

  • Bachelor's degree in an IT-related field
  • Project Management Professional (PMP) certification, or 10+ years of program management experience
  • Prior experience as a program manager on a federal BPA with multiple concurrent task orders
  • Familiarity with NIST SP 800-53, 800-171, 800-207, FISMA, and IRS Publication 1075
  • ITIL certification
  • Active or recent federal clearance
  • Experience supporting federal civilian or legislative branch IT programs
Working Conditions

  • Hybrid; on-site presence in Washington, DC may be required as directed by the customer
  • Evening or weekend availability required for time-sensitive matters
  • Core business hours: 9:00 AM – 6:00 PM, Monday – Friday
