ActioNet is seeking for a Program Manager to lead the execution of large-scale base infrastructure modernization efforts across multiple Department of War (DoW) installations. This role oversees the modernization of NIPR and SIPR networks, ensuring technical, schedule, security, and contractual compliance throughout the lifecycle of each task order. The Program Manager serves as the primary interface between the Government PMO, base stakeholders, and subcontractor teams, providing clear leadership and accountability. The position requires strong program management discipline, technical understanding of DoD network environments, and the ability to manage risk and quality across geographically dispersed sites. Frequent CONUS travel is required to support on-site coordination and execution.

Responsibilities

  • The Program Manager develops, maintains, and executes the Integrated Master Schedule using Microsoft Project, tracking milestones, dependencies, and critical paths while proactively identifying and mitigating risks.
  •  The Program Manager provides technical oversight for all phases of network modernization, including site surveys, legacy network augmentation, infrastructure upgrades, system integration, and cutover operations, ensuring that all work complies with Performance Work Statement requirements for redundancy, wireless LAN, VLAN segmentation, quality of service, and security.
  • The Program Manager regularly interfaces with Air National Guard Communications Squadrons, the Government Program Management Office, and subcontractor partners to maintain alignment, resolve issues, and provide updates on task order progress.
  • The Program Manager leads Integrated Product Team meetings, supports production and change implementation reviews, and delivers oral briefings and presentations to Government leadership.
  •  The Program Manager implements and tracks risk mitigation strategies in accordance with Air Force Instruction 90-802, maintains a Quality Control Plan to ensure deliverables meet operational standards, and monitors post-cutover performance to guarantee that service level agreements are achieved and sustained.
  • The Program Manager supports cybersecurity and compliance efforts, including the development of Risk Management Framework artifacts, ensuring adherence to STIG and DoD cybersecurity policies, and coordinating with Government Cybersecurity Service Providers for monitoring, incident response, and vulnerability management.
  • The Program Manager is responsible for the timely delivery of all Contract Data Requirements List items, including SPRIP documentation, equipment lifecycle tracking, SLA reports, and monthly program status updates, ensuring that program reporting accurately reflects current risks, performance, and mitigation actions.

Required Qualifications

  • DoW Secret Security Clearance
  • Bachelor’s degree in information technology, engineering, or a related technical discipline is required.
  • A minimum of five years of experience managing large-scale network modernization efforts or DoD IT programs is required.
  • Demonstrated familiarity with DoW architecture, DoDAF diagrams, and Risk Management Framework processes is required.
  • Proficiency in Microsoft Project and Earned Value Management methodologies is required.
  • Strong leadership, communication, and presentation skills for Government-facing environments are required.
  • Experience providing support to the Pentagon is preferred
