Job description

Are you an experienced, passionate pioneer in technology who wants to work in a collaborative environment? As an experienced Technical Program Manager you will have the ability to share new ideas and collaborate on projects as a consultant without the extensive demands of travel. If so, consider an opportunity with Deloitte under our Project Delivery Talent Model. Project Delivery Model (PDM) is a talent model that is tailored specifically for long-term, onsite client service delivery.
Work you'll do/Responsibilities
As a Technical Program Manager, you will serve as the critical bridge between engineering, product, security, and business stakeholders to drive the delivery of complex, mission-critical software initiatives. In this role, you will orchestrate end-to-end program lifecycles, ensuring that highly secure, scalable technology solutions align with our strategic objectives. You will leverage your deep technical acumen and project management expertise to mitigate risks, optimize Agile workflows, and deliver enterprise-grade systems on time and within scope.
  • End-to-End Program Delivery: Orchestrate the planning, execution, and delivery of cross-functional technical programs, ensuring alignment with enterprise roadmaps and strategic business goals.
  • Cross-Functional Leadership: Facilitate seamless collaboration between software engineering, QA, DevOps, security, and business units to break down silos and drive consensus on technical execution.
  • Agile & SDLC Orchestration: Champion Agile methodologies (Scrum, Kanban, SAFe) and govern the Secure Software Development Life Cycle (SSDLC) tailored for high-volume environments.
  • Risk & Dependency Management: Proactively identify project roadblocks, technical debt, and cross-team dependencies; develop robust mitigation strategies to ensure uninterrupted delivery.
  • Technical Translation & Alignment: Partner with engineering leads to translate complex business and regulatory requirements into actionable technical architecture, API strategies, and sprint backlogs.
  • Compliance & Security Governance: Ensure all program deliverables strictly adhere to internal security policies and regulatory frameworks (e.g., PCI-DSS, GLBA, SOX) throughout the development lifecycle.
  • Executive Reporting & Metrics: Establish and track core KPIs, OKRs, and system SLAs; deliver transparent, data-driven status reports and presentations to executive leadership.
  • Meticulous attention to detail and quality of work product
  • Ability to build and sustain professional relationships
  • Ability to manage and prioritize multiple tasks in a fast-paced and dynamic environment
  • Strong interpersonal skills and professional demeanor
  • Ability to meet deadlines
  • Ability to provide clear guidance to others
  • Communicate regularly with Engagement Managers (Directors), project team members, and representatives from various functional and / or technical teams, including escalating any matters that require additional attention and consideration from engagement management
  • Independently and collaboratively lead client engagement workstreams focused on improvement, optimization, and transformation of processes including implementing leading practice workflows, addressing deficits in quality, and driving operational outcomes
The Team
AI & Engineering leverages cutting-edge engineering capabilities to build, deploy, and operate integrated/verticalized sector solutions in software, data, AI, network, and hybrid cloud infrastructure. These solutions are powered by engineering for business advantage, transforming mission-critical operations. We enable clients to stay ahead with the latest advancements by transforming engineering teams and modernizing technology & data platforms. Our delivery models are tailored to meet each client's unique requirements.
Qualifications
Required
  • 6yrs+ of dedicated experience in technical program management, engineering leadership, or systems integration.
  • Strong foundational understanding of modern software architecture, cloud infrastructure (Azure/AWS), microservices, API integrations, and database design to effectively challenge and guide engineering teams.
  • Expert-level proficiency utilizing enterprise project management and ALM tools (e.g., Jira, Confluence, Azure DevOps) to manage complex backlogs, capacity planning, and sprint velocity.
  • Demonstrated ability to lead without direct authority, build consensus across disparate teams, and translate highly technical concepts for non-technical executive stakeholders.
  • Bachelor's or Master's degree in Computer Science, Information Technology, Engineering, or a business discipline (such as Business Management, Finance, or Economics/Economic Consulting), or equivalent professional experience.
  • Limited immigration sponsorship may be available
  • Ability to travel 10%, on average, based on the work you do and the clients and industries/sectors you serve
Preferred
  • FSI Industry Experience: Experience delivering software exclusively within the Financial Services and Insurance (FSI) sectors (e.g., Retail or Commercial Banking, Property & Casualty Insurance, Wealth Management, Capital Markets, or FinTech).
  • Secure Delivery Focus: Proven track record of managing programs that handle sensitive data (PII/NPI), incorporating rigorous security reviews, penetration testing, and compliance audits into the project timeline.
  • Transformation & Automation Experience: Hands-on experience leading digital transformation initiatives, specifically deploying AI/Generative AI (GenAI) and Robotic Process Automation (RPA) to systematically reduce operational redundancy and manual task labor. This includes establishing rigorous system validation protocols and comprehensive risk management frameworks to ensure automated solutions remain secure, accurate, and fully compliant with regulations.
  • Professional Certifications: Active certifications such as Project Management Professional (PMP), Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI-ACP), or relevant Cloud Practitioner certifications.
