Job description

The GovCIO company is currently seeking an experienced Information Technology (IT) Manager for duty within the Veterans Administration's Network Operations Center (NOC) in Martinsburg, WV. In this role, the IT Manager will be responsible for managing a team of 70+ Tier II network engineers, in a 24/7 work environment, covering 3 different shifts and having shift lead direct reports. The Network Edge Operations team is responsible for implementing network security technology related tasks and initiatives, daily administration of operational network security infrastructure, creating and delegating tasks and projects for team, etc. The candidate is also responsible for providing after-hours guidance to the team (when applicable) and serves as the decision-making and escalation point of contact. This will be an on-site role in Martinsburg, WV.
Responsibilities
  • Supervise and provide guidance to team of Tier II Network Engineers in a Network Operation Center (NOC) environment
  • Will have direct oversight of all Network Operations projects and have shift leads direct reports
  • Enforce GovCIO, VA NOC, and intra-team policies and performance standards
  • Interact daily with SalientCRGT and VA management to interpret their needs and requirements
  • Maintain current and develop new processes and procedures to improve team operability and communication
  • Maintain and create team knowledge articles to include network flow diagrams, databases, documents, etc
  • Participate in Management meetings for status briefing of current tasks and projects.
  • Communicate effectively with contract leadership and stakeholders to provide updates, status changes or incidents
  • Review deliverables and initiate appropriate action
  • Provide 24x7 365 guidance to the Network Operations team and assist with critical after-hour network outages
  • Participate in Change Control technical assessment and review
  • Oversee approved routine maintenance implementation on applicable network security devices and applications
  • Provide mentorship to team personnel
  • Assign responsibilities and monitor tasks and project status
  • Assess employee capabilities and recommend training to encourage growth
  • Manage team to effectively respond and remediate customer service request help desk tickets, calls, and emails
  • Work closely with the Tier 3 Engineering and Tier 4 network architecture teams for proper escalation on issues, tasks, and projects
  • Effective problem solving skill
  • Customer service oriented with professional temperament
  • Good oral and written communication skills, and ability to address conflict with others constructively
  • Knowledge of Project Management methodologies and techniques
  • Ability to handle multiple concurrent tasks and projects

Qualifications
Bachelor's Degree with 8-12 years (or commensurate experience)
  • Education / Experience: Bachelor's degree in Computer Science or related technical field with 5-8 years of experience. 8 years of additional experience maybe substituted for degree
  • Experience managing/supervising an enterprise level support team with revolving shifts, delegate task or projects, and interactions between the client and management team

Clearance Required: Background Investigation: Must be able to pass and maintain a Tier 4 (BI) Government Background Investigation
