Position Overview
The President & General Manager serves as the senior executive responsible for the Memphis market and is accountable for executing the company's strategic priorities at the local level. Reporting directly to the Chief Executive Officer, the President & GM partners closely with the executive leadership team to deliver operational excellence, accelerate commercial growth, strengthen community partnerships, and achieve market financial objectives while leveraging shared corporate functions.
This executive will lead the continued expansion and operation of mStreet Fiber Memphis' open-access fiber network while building strong partnerships with ISPs, municipalities, community leaders, and strategic stakeholders. Success in this role requires balancing commercial growth with operational excellence, ensuring disciplined capital deployment, and delivering exceptional service across the Memphis market.
The ideal candidate is a proven executive with significant telecommunications, infrastructure, utilities, or technology leadership experience, coupled with a strong commercial mindset and demonstrated success managing complex, cross-functional organizations.
This role leads a local cross-functional leadership team (Construction, Network Operations, Sales/Commercial, and Customer Experience leads) and is expected to grow with the market; specific direct-report count and org structure will be finalized with the CEO during onboarding.
Key Responsibilities
Market Leadership & P&L Ownership
• Lead the overall Memphis business with full accountability for market performance, revenue growth, EBITDA, operating expenses, and capital investments.
• Develop and execute annual operating plans and budgets aligned with the company's long-term strategic objectives, and drive accountability through KPI management and operational reviews.
• Establish performance metrics and ensure accountability across all functional areas.
• Identify new growth opportunities, capital priorities, and strategic initiatives that expand shareholder value while ensuring disciplined, efficient use of company resources.
Commercial Strategy & Market Development
• Set the overall commercial strategy and growth targets for the Memphis market in partnership with the Director, ISP & Business Development, who owns day-to-day execution of ISP relationships, subscriber growth, and market development.
• Review and approve annual revenue plans, commercial priorities, and major partnership, expansion, or investment decisions.
• Serve as the final escalation point for strategic commercial matters or partnership issues beyond the Director's authority.
Government & Community Relations
• Serve as the primary executive representative for mStreet Fiber Memphis with local governments, public officials, regulatory agencies, and top-tier community organizations, particularly on matters of strategic or political significance.
• Champion mStreet Fiber's commitment to digital inclusion in Memphis by partnering with the City of Memphis, local nonprofit organizations, schools, higher education institutions, and workforce development agencies to expand device access, improve digital literacy, and increase adoption of affordable broadband programs for underserved residents.
• Represent mStreet Fiber Memphis throughout the broader business community and civic organizations, serving as a visible advocate for economic development, innovation, and digital equity.
• Collaborate with local stakeholders to identify opportunities where broadband infrastructure can enhance education, workforce development, healthcare access, and community revitalization.
Capital Projects & Infrastructure
• Oversee the planning and execution of major capital projects throughout the Memphis market.
• Ensure disciplined project governance, financial oversight, contractor management, and risk mitigation.
• Monitor project milestones, budgets, and schedules while maintaining transparency with executive leadership.
Operations & Network Delivery
• Provide executive oversight of construction, network operations, customer experience, and field operations.
• Ensure fiber deployment projects are delivered safely, on schedule, within budget, and to established quality standards.
• Lead the cross-functional market leadership team, fostering a culture of accountability, collaboration, safety, and customer-first execution.
• Ensure service delivery, installation, repair, and customer experience consistently meet or exceed company performance standards.
Corporate Partnership & Enterprise Alignment
• Serve as the primary liaison between the Memphis market and the corporate executive leadership team, ensuring enterprise strategies are effectively executed at the local level.
• Partner closely with the CEO to translate corporate strategic initiatives into measurable market results.
• Collaborate with centralized functional leaders - including Finance, Construction, Network Operations, Sales, Marketing, Product, HR, and Legal - to ensure alignment while maintaining accountability for local execution.
• Identify best practices and operational improvements that can be leveraged across all mStreet Fiber markets.
• Support enterprise initiatives including new market launches, strategic partnerships, acquisitions, and operational integration efforts as requested by the CEO.
Executive Leadership
• Build, develop, and lead a high-performing leadership team.
• Foster a collaborative, accountable, and performance-driven culture.
• Provide coaching and professional development for functional leaders.
• Promote employee engagement and organizational excellence.
Board & Executive Communications
• Prepare and present regular business updates to executive leadership and the Board of Directors.
• Communicate market performance, strategic initiatives, risks, opportunities, and investment priorities.
• Collaborate closely with corporate leadership to ensure alignment with enterprise strategy.
Governance & Compliance
• Ensure compliance with all regulatory requirements, contractual obligations, company policies, and governance standards.
• Oversee vendor relationships and contractual performance.
• Maintain effective internal controls and operational processes.
Qualifications
Required
• 15+ years of progressive leadership experience within telecommunications, fiber broadband, infrastructure, utilities, technology, or related industries.
• Demonstrated experience leading a business with full P&L responsibility (e.g., $50M+ in annual revenue or capital deployment), with strong financial and analytical capabilities.
• Strong commercial acumen with experience driving revenue growth and operational performance.
• Exceptional executive communication and stakeholder management skills.
• Demonstrated ability to build strong relationships with municipalities, public agencies, and community leaders.
• Bachelor's degree in business, engineering, telecommunications, or a related field, or equivalent professional experience.
• Willingness and ability to travel as needed (estimated 10-20%) for corporate, municipal, and community engagements.
Preferred
• MBA or other advanced degree.
• Experience within open-access fiber, broadband, telecommunications, or network infrastructure businesses.
• Established relationships within the Memphis market or surrounding region.
• Familiarity with municipal broadband initiatives, franchise agreements, permitting, right-of-way negotiations, and public-private partnerships.
• Experience supporting M&A due diligence, integration, or new-market launch activity.
