Job description

While working to achieve N3B LLCC objectives, will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.


Leads and directs one or more project teams engaged in the design, implementation and modification of IT projects that span across functional organizations. Prepares project execution plan and identifies appropriate technical and business resources needed for the team. Ensures projects are completed on schedule, within budget, and meet technical and scope requirements of the assignment. Keeps current on advances in the field of IT. Provides technical and analytical guidance to project team. Interfaces with stakeholders to ensure requirements are met. Adheres to all IT governance policies and procedures.


Duties and Responsibilities:



Conducts feasibility assessments, identifies technical options and offers advice and assistance related to complex programming and software development activities. Develops functional specifications. Develops program and system documentation that meets agency standards and end-user requirements to include flowcharts, user manuals, etc.


Serves as a subject matter expert involving highly technical content, programs and/or applications performing process analysis by dissecting problems and suggesting possible solutions. Performs process re-engineering, re-design and simulations, as needed.


Provides support for document management systems. Ensures integrity and efficiency of agency systems by upgrading, replacing or enhancing agency systems, software and processes. Provides a high level of consulting, technical assistance, and support to end users and business partners. Utilizes project management techniques toward the completion of agency IT goals and projects.


Conducts regular project team meetings and provides timely status reports to all stakeholders. Ensures compliance with all State and agency project management standards. Ensures rigorous application of the agency's information security/privacy policies, principles and practices in the design, delivery and implementation of solutions for end users.

Education:


Bachelors' degree in a related discipline combined with at least 3-5 years of related experience; however, a combination of education and relevant experience wherein the knowledge, skills and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.
