Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Information Technology Services (ITS) is DSS's technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.
Information Technology Services (ITS) is recruiting for two (2) IT Infrastructure Engineer, to function as Network Engineers, who will;
- Perform highly complex technical work in the design, implementation, administration, and support of secure Local Area Networks (LAN), Wide Area Networks (WAN), and Metropolitan Area Networks (MAN).
- Ensure the reliability, security, and performance of enterprise network infrastructure supporting DSS, HRA, and DHS operations.
- Manage and maintain over 150 firewalls and 1,000+ switches by configuring, monitoring, and optimizing technologies (e.g., Juniper, Fortinet, Arista, Mist) to ensure network performance, reliability, and security across the production environment.
- Diagnose and resolve network, remote access, and security issues by analyzing logs, firewall policies, and system alerts to maintain 24/7 network availability and ensure timely resolution for over 23,000 users and design and implement network infrastructure and security controls by developing configurations and architectures that enhance system performance, resiliency, and compliance with agency standards.
- Configure firewalls, VPNs (IPsec/SSL), proxy services, and intrusion detection/prevention systems by applying agency policies to safeguard data privacy, enforce access controls, and protect network assets; analyze system logs, security reports, and monitoring tools to identify performance issues, detect anomalies, and escalate or resolve incidents to maintain optimal network health.
- Evaluate data from routers, switches, and firewalls using tools (e.g., NetFlow, Syslog, Riverbed NetIM, FortiManager) to ensure compliance with security standards and proactively mitigate risks and collaborate with other NYC agencies and cloud providers (e.g., Azure, AWS) to implement and troubleshoot network connectivity and security solutions that support cross-agency operations.
- Design and implement routing protocols (e.g., OSPF, BGP) for multi-site network environments by ensuring redundancy, failover capability, and minimal service disruption and conduct research and documents network technologies and best practices by performing vendor evaluations, demonstrations, and proof-of-concept testing to recommend infrastructure improvements.

Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering or a related field and four years of satisfactory full-time experience related to datacenter engineering and operations, cloud engineering and operations, complex IT infrastructure engineering; or,
2. A baccalaureate degree from an accredited college and eight years of satisfactory full-time experience related to datacenter engineering and operations, cloud engineering and operations, complex IT infrastructure engineering; or,
3. Education and/or experience which is equivalent to "1" or "2" above.
