POSITION PURPOSE:
Responsible for managing salary exceptions and ensuring the accuracy and compliance with DPI payroll-related processes. Supervises the Quality Assurance team by providing guidance, direction, and support to maintain high standards of quality and efficiency for code change and salary audit process. Reviews audit results, offers recommendations for improvement, and coordinates with the Audit Specialist, as needed. Primarily focuses on oversight, process integrity, and ensuring that salary and code adjustments are completed accurately and in a timely manner.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
  • Extensive knowledge with Oracle based testing and programming payroll processes;
  • Considerable knowledge of the Department of Public Instruction (DPI) licensure and salary system;
  • Considerable knowledge of the Budget Utilization Development (BUD) system;
  • Considerable knowledge of Microsoft Office specifically Excel, Word Power Point; Google Apps;
  • Working knowledge of database systems with the ability to analyze and organize data;
  • Strong analytical and problem solving skills, attention to detail with a high level of accuracy;
  • Effective time management skills with the ability to meet deadlines;
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
  • Ability to exercise independent initiative to perform both original and recurring assignments, and exercise judgment in the absence of clear directives;
  • Ability to understand, interpret, and apply specific rules and regulations governing the processing of fiscal documents, maintenance of financial records, and the preparation of reports;
  • Ability to communicate and maintain working relationships with school system employees, vendors, and other outside agencies.

EDUCATION, TRAINING, AND EXPERIENCE
  • Bachelor's degree in accounting, finance, business administration, or directly related field;
  • Two years of experience in payroll, bookkeeping, accounting, or related field;
  • Other combinations of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered.

CERTIFICATION AND LICENSE REQUIREMENTS
  • Must hold and maintain a valid motor vehicle operator's license according to the State of NC Requirements.

PREFERRED QUALIFICATIONS:
  • Experience working with Oracle, specifically within Wake County Public School System (WCPSS);
  • Experience working with Department of Public Instructions Licensure and Budget Utilization Development System;
  • Experience resolving salary exceptions.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Supervises the Quality Assurance team within Compensation Services, providing leadership, coaching, performance feedback, and ensuring efficiency, accuracy, and adherence to deadlines.
  2. Manages and approves salary exceptions in compliance with organizational policies and DPI payroll regulations, ensuring accuracy and timely resolution.
  3. Reviews and researches daily and monthly DPI exception reports, determines appropriate corrective action, and releases exception corrections (e.g., splits, days paid, percent employed) to DPI and senior management.
  4. Oversees and reviews audit processes and results, including final DPI audit exceptions and allotment overdrafts; provides recommendations for corrective actions, processes improvements, and requests revised audits, when necessary.
  5. Monitors state allotments to ensure WCPSS remains within authorized limits and researches potential refunds owed to or from DPI.
  6. Reviews salary data accuracy within DPI's licensure and salary systems and collaborate with WCPSS Human Resources to resolve certification, licensure, and salary assignment discrepancies.
  7. Processes and oversees Instructional Personnel Changes (IPC) submitted through the BUD system and modifies/annotates reporting data in BUD and/or Oracle, as needed.
  8. Maintains documentation and tracking of salary adjustments, code changes, audit findings, and related payroll activities to ensure transparency and compliance.
  9. Serves as lead liaison with DPI for Compensation Services reporting and compliance matters.
  10. Collaborates with the Audit Specialist and Business Modernization Team to strengthen internal controls, automate processes, and ensure alignment with DPI updates and regulatory changes.
  11. Trains and supports internal and external school staff, central office staff, lead secretaries, and bookkeepers through direct instruction and online resources to promote compliance and accuracy.
  12. Communicates and coordinates with HR, Payroll, senior leadership, and other departments to ensure alignment, accuracy, and process integrity across all compensation-related functions.
  13. Performs other related duties, as assigned

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This position operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, staff members of external agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work requires driving automotive equipment.
