Position Overview

The .NET Developer designs, develops, enhances, and modernizes enterprise web applications supporting Harris County Public Health programs and operations. This position provides technical leadership for application development projects, modernizes legacy applications, and partners with stakeholders to implement business solutions. Translates stakeholder needs into functional system configurations, custom layouts, automated workflows, and foundational data structures while minimizing long-term technical debt.

Duties and Responsibilities
  • Design and develop enterprise single-page applications using C#, Angular, REST APIs, and Visual Studio.
  • Perform system configurations, setup workflows, design custom modules, and integrate third-party APIs to enterprise software platforms.
  • Analyze existing software architectures and recommend improvements for performance, security, and maintainability.
  • Lead project meetings with customers to gather requirements and translate business needs into technical solutions.
  • Perform code reviews and assist troubleshooting application defects.
  • Other duties as assigned include special tasks involved in responding to an emergency event.

Education
  • Bachelor's degree in Computer Science, Information Systems, Information Technology, Software Engineering, or a closely related field.
Experience
  • Three (3) years of experience developing and supporting web-based applications using modern programming languages and relational databases.
Knowledge, Skills and Abilities
  • Knowledge of software development lifecycle methodologies and object-oriented programming.
  • Proficiency in C#, ASP.NET, Angular, TypeScript, REST APIs, SQL databases and source control practices.
  • Skill in developing, testing, debugging, and maintaining web applications and database solutions.

  • Hours may vary based on the business needs of the department or task requirements.
  • May require periodic overnight travel and long hours/overtime during emergencies/disasters.
Work Environment
  • Work is primarily performed in a standard office environment requiring prolonged periods of sitting, standing, walking, and the use of a computer and other office equipment.
Physical Demands
  • The position requires visual acuity to read computer monitors and technical documentation, as well as the ability to communicate effectively in person, by telephone, and through virtual meetings.
  • Occasional lifting and carrying of equipment or materials weighing up to 25 pounds may be required.
  • Occasional travel to County facilities, project sites, or meetings may be necessary.
