Knowesis, Inc. is seeking a highly experienced Senior Net-Centric Enterprise Solutions Architect to support the DoD OIG OCIO in developing and maintaining a robust, secure, and mission-aligned enterprise architecture. This role is pivotal in guiding strategic IT transformation, ensuring compliance with federal mandates, and enabling interoperability across a complex ecosystem of systems, applications, and services. The ideal candidate will bring deep technical expertise, strategic foresight, and a collaborative approach to drive architectural maturity and modernization.

To be eligible for this position, candidates must possess U.S. Citizenship without the need for sponsorship, both now and in the future. Applicants without proof of U.S. Citizenship will not be considered due to the position’s security clearance requirements.

The Job Duties and Responsibilities include but are not limited to the following:  

Enterprise Architecture Development

  •  Design, maintain, and evolve the DoD OIG Enterprise Architecture across application, data, infrastructure, security, technical, and business domains.
  •  Develop and update the Technical Reference Model, EA Roadmap, and supporting documentation in accordance with DoD and federal standards.
  •  Create future-state architecture views and operationalize roadmaps to guide transformation.
  •  Facilitate asset inventories, system mapping, and data flow analysis to assess current-state environments.

Governance & Strategic Alignment

  •  Establish and enforce architecture governance programs, including policies, procedures, and standards.
  •  Ensure alignment between business strategies, transformation initiatives, and technology directions.
  •  Support OCIO leadership in maintaining and enhancing the IT strategy with EA inputs.
  •  Define roles and responsibilities for architecture oversight across enterprise IT services.

Solutions Architecture

  •  Conduct evaluation, design, and analysis for implementing solutions architecture across business applications and technologies.
  •  Support development of architecture for complex systems, ensuring consistency with internal and external requirements.
  •  Guide policy and strategy for selecting systems architecture components and coordinate design activities.
  •  Advise on technical aspects of system development and integration, including change requests and deviations.
  •  Create architectural designs to contextualize solution development across products, services, and systems.
  •  Develop reference architectures with detailed design principles, APIs, and dependencies.
  •  Analyze integration needs and recommend enterprise standardization and interoperability strategies.
  •  Define principles, guidelines, and solution patterns aligned with future-state architecture vision.

Solution Design & Compliance

  •  Review and oversee solution designs to ensure compliance with reference architectures and standards.
  •  Introduce and embed best practices in solution development, process maturity, and architectural modeling.
  •  Support IT portfolio modernization and present rationalization options for legacy technologies.

Methodologies & Tools

  •  Implement and manage EA methodologies, modeling tools, repositories, SOPs, and reporting mechanisms.
  •  Maintain architecture artifacts including frameworks, standards, mandates, and strategic plans.
  •  Facilitate use of common enterprise services to promote integration and interoperability under MOSA principles.

Stakeholder Engagement

  •  Guide enterprise leaders, product managers, and delivery teams through optimization and transformation efforts.
  •  Support the definition and achievement of enterprise architecture business goals and objectives.
  •  Assist in managing vendor support and enterprise-wide maintenance agreements.

Required Qualifications:  

  •  Bachelor’s degree in Computer Science, Engineering, or related field (Master’s preferred).
  •  5+ years of experience in enterprise architecture within federal or large-scale environments.
  •  Expertise in EA frameworks (e.g., DoDAF, TOGAF), architecture modeling tools, and IT governance.
  •  Strong understanding of federal IT compliance, security standards, and MOSA principles.
  •  Proven ability to lead strategic planning and cross-functional collaboration.
  •  Excellent communication, documentation, and stakeholder engagement skills.
