IBA046 Navy Business Financial Manager Clearance: Secret Location: Arlington, VA Our Client is an award-winning Service-Disabled Veteran-Owned Small Business (SDVOSB) that brings industry veterans with a fresh perspective to stay ahead and thrive in an unpredictable world. We are currently seeking a Navy Business Financial Manager (BFM) to play a critical role in our support to the Department of Navy (DON) with respect to Budget Formulation & Execution. Requirements: * DoD Secret clearance (Interim accepted)
* Bachelor’s degree required (business or related field)
* 3+ YOE as a BFM for Navy or USMC (uniformed service member or GS) using Navy ERP or USMC DAI for budget execution (preferred: 5+ total relevant YOE)
* Foundational experience working in PBIS. (Preferred: Intermediate - Advanced experience)
* Advanced proficiency with Excel (creating pivot tables, nested formulas, etc.) (preferred: data analysis or engineering tools e.g. SQL, Python, R, Databricks, etc.)
* Ability to visually storyboard messaging to stakeholders, think analytically, and solve problems in a fast-paced environment
Responsibilities: * Execute day-to-day Navy budget activities, including monitoring obligations, expenditures, funding availability, and execution against approved plans

* Develop and maintain complex spend plans across multiple programs and requirement owners
* Support budget formulation, justification, planning, and programming activities, including financial projections, funding profiles, and decision-support materials
* Analyze financial and operational data, develop reports and executive-level presentations, and provide recommendations to senior leadership
* Work directly with client stakeholders to identify issues, evaluate funding options, support execution tracking, and ensure compliance with applicable Navy and DoD requirements
Full Suite of Required/Preferred Skills & Experience: * Baseline Eligibility
* US Citizen
* DoD Secret clearance (Interim accepted)
* Bachelor’s degree required (business or related field)
* 5+ years of relevant experience are expected given the complexity of the role
* Preferred: Relevant certification including, but not limited to, Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM), DoD Financial Management Certification (FMC), etc.
* Budget: Experience as a Navy or USMC BFM (uniformed service member or GS) independently performing Budget Execution activities
* Independent expertise cutting purchase requisitions (PRs) and purchase orders (POs) in Navy ERP (or DAI at USMC)
* Independent expertise managing detailed, complex spend plans
* Ability to analyze financial statements and budget execution reports and effectively brief leadership and executive audiences
* Foundational experience working in PBIS. (Preferred: Intermediate - Advanced experience)
* Preferred: strong understanding of all three of the following: Secretariat, Navy, and Marine Corps process
* Data Analysis: Advanced proficiency with Excel (creating pivot tables, nested formulas, etc.) – independently able to create, own, and manage large datasets (e.g. 5-year projections for multimillion dollar portfolios)
* Preferred: Experience working with large datasets and data analytics or engineering tools e.g. SQL, Python, R, Databricks, etc.
* Preferred: Experience in Jupiter/Advana/Qlik
* Communication & Thinking Styles: Strong executive communication and critical thinking skills
