Job description

NEPA Specialist

BB&E is an employee-owned full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is seeking a dynamic and detail-oriented Environmental Planning/NEPA Specialist to fulfill the associated requirements for the NASA Environmental Support Services (NESS) contract Performance Work Statement (PWS) in support of the National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) Environmental Management Division (EMD).

Job Duties & Responsibilities

  • Prepare, implement, update, and maintain all reports, assessments, surveys, and studies, necessary to maintain compliance with federal, state, and/or local laws and regulations, Executive Orders, NASA EMD and Center’s policies and procedures. These include Environmental Assessments (EAs), Environmental Impact Statements (EISs), Environmental Noise studies/surveys, NEPA analysis and documentation related to Categorical Exclusions (CATEX) and Environmental Due Diligence.
  • Conduct Inspectionsby monitoring and evaluating implementation of NEPA commitments and mitigation measures to ensure compliance.
  • Conduct NEPA Trainingat the required frequency based on NASA NPR, Center Procedures, and as requested from Center’s NEPA Manager.
  • Conduct preliminary NEPA evaluation of a wide range of proposed JSC programs, projects, and activities for compliance to 14 CFR 1216.305(e) in consultation with proponent and EMD. This includes evaluating supporting documents (e.g., project description, construction schematics, and wildlife surveys) submitted by proponents. Proposed projects and activities range from minor construction and demolition activities (e.g., replacing fire hydrants) to multi-phase, multi-year programs (e.g., demolition and construction of new lab facilities constituting multiple buildings).
  • Attend and participate in Construction Permit Review Board (CPRB).
  • Using information from preliminary NEPA evaluations prepare project-specific environmental checklists and Records of Environmental Consideration (REC), and provide to EMD for comment, approval, and signature.
  • Create lists of project-specific mitigation commitments that are identified in an Environmental Checklist or REC and track project compliance.
  • Attend NEPA NASA Environmental Tracking System (NETS), NASA planning meetings, and NEPA Network telecons and provide a summary of the issues and action items discussed during the meeting via email to the designated EMD representative.
  • Enter NEPA project data (checklist, RECs, and supplemental documents as appropriate) into NETS, NASA’s online NEPA Document Library.
  • Prepare work plans and conduct Noise Studies or Surveys and prepare report associated with the study/survey.
  • Update and maintain NEPA training slides and ancillary material for instructor-led and web-based training for JSC personnel for annual training/refresher requirement.
  • Provide support and participate in environmental audits, annual internal assessments, and other audits and inspections.
  • Attend Construction of Facilities meetings and provide a written summary of the issues and action items discussed during the meeting to the designated EMD representative

Requirements

Key Qualifications

o U.S. Citizenship is required and the ability to obtain/maintain a NACI

o Ability to successfully pass a federal agency background check is required.

Knowledge:

o Experience ensuring JSC programs are in compliance with environmental planning considerations, including National Environmental Policy Act (NEPA), wetlands, natural resources, coastal zone resources, and floodplains management.

o Experience providing comprehensive support for NEPA to ensure environmental planning is implemented for compliance with federal, state, and/or local laws and regulations, NASA Policy Directives (NPDs), NASA Policy Requirements (NPRs), as well as Center level requirements and/or related agreements

o Problem-solving skills to identify and address any issues that may arise during the waste management process, minimizing risks and preventing accidents.

Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences.

Software: Proficiency using MS Office software including Excel, Word, and PowerPoint is required.

Self-Starter: Highly motivated, with the ability to solve problems and function as a member of a team.

Experience & Education

o Experience: A minimum of three (3) years of Environmental Planning, NEPA or related experience is required.

o Education: A Bachelor of Science (BS) degree or higher in environmental science, engineering, or in a related field is required.

Physical Requirements

o Must be able to walk, sit, and/or stand for extended periods for multiple days/weeks

o Able to operate office equipment, including computers, copy machine, phone, etc.

o Capable of light lifting, up to 50 lbs.

o Working conditions:

o Able to work both indoors/outdoor (with exposure to the elements)

o Able to walk/climb/knee/crouch and reach

o Able to work on rough terrain when necessary

o Able to work in confined spaces and/or heights

o Able to wear the required PPE, minimally wear gloves, a hard hat, a respirator, and steel-toe boots that may be in combination with protective clothing/suits, a respirator, and/or a fall restraint/recovery harness

o Exposure to hazards/contaminants at times
