Job Description 

Looking for an experienced NEPA specialist with the ability to investigate and analyze west coast environmental and construction issues.  

Must be capable of completing federal government paperwork related with these projects.  Position is based in Oakland California. 

  • Provide environmental planning support to the Civil Engineering Unit (CEU) Oakland. Services include environmental compliance support, and environmental planning support (environmental impact reviews and permitting) for maintenance and construction of USCG shore facilities, real property actions, and long-term capital planning.
  • Assist with environmental permitting, analysis, and coordination in order to comply with the National Environmental Policy Act.
  • Position provides support for environmental planning relating to construction and maintenance, real property, and planning actions. The candidate would conduct site visits; attend meetings; prepare correspondence; review documentation; and provide assistance to CEU and unit staff, as required, in order to ensure USCG compliance with applicable state and federal environmental requirements.

Specific Assignments include but are not limited to:

  • Identifying environmental issues associated with shore infrastructure engineering, real property, and planning actions, specifically relating to natural and cultural resources protection under federal laws such as the Clean Water Act, Endangered Species Act, National Historic Preservation Act, Coastal Zone Management Act, and National Environmental Policy Act;
  • Reviewing construction specifications and identifying best management practices and/or mitigation requirements necessary for compliance with federal environmental laws;
  • Preparing permit applications and supporting analyses for Coast Guard projects, including but not limited to US Army Corps of Engineers Section 404/Section 10 permits, Endangered Species Act Section 7 consultations with National Marine Fisheries Service and/or US Fish and Wildlife Service, Section 106 submittals to State Historic Preservation Offices, and consistency determinations to state Coastal Zone Management agencies;
  • Coordinating with regulatory agencies, and working with project staff to obtain required permits and approvals;
  • Assisting CEU staff in documenting environmental impacts and preparing environmental documentation under the National Environmental Policy Act (such as categorical exclusions, environmental assessments, and environmental impact statements);
  • Scoping and managing environmental studies such as sediment analyses, biological surveys, and historic studies;

Assisting in other environmental projects as assigned;

  • Conducting site visits, reviewing contractor submittals for technical and legal sufficiency, and providing technical support in answering questions and resolving conflicts;
  • Providing environmental compliance support for other projects as assigned; and
  • Providing regular verbal and written updates of project status.

Requirements

Experience with environmental permitting procedures utilized by the Federal Government is required.

Minimum of a Bachelor's degree in Environmental Studies or a related field.

Minimum of 3 years experience in the environmental field.

Familiarity with the compliance requirements of the National Environmental Policy Act, Endangered Species Act, Clean Water Act, and National Historic Preservation Act.
