The Naval Criminal Investigative Service (NCIS) is an organization of approximately 2,000 personnel of which 700 serve at HQ and the remaining staff serve at offices worldwide. NCIS is the DON component with primary responsibility for criminal investigation, law enforcement (LE), counter-terrorism (CT), counterintelligence (CI), and cyber matters. NCIS not only has primary responsibility for all criminal investigative, CI, CT, and cyber matters within the DON, but it also has exclusive investigative jurisdiction in non-combat matters involving actual, potential, or suspected criminal, terrorism, sabotage, espionage, and subversive activities.

MEANINGFUL WORK AND PERSONAL IMPACT

As a Program Analyst, the work you'll do at GDIT will be impactful to the mission of the IT Technology Development division within the NCIS ITDS organization in Quantico, VA.

  • Serve as a trusted business partner to technical program teams, bringing strong client engagement skills and the ability to navigate a dynamic DoD environment (prior government or contractor experience is highly beneficial).

  • Analyze and enhance business processes, identify gaps, anticipate operational needs, and help implement practical, scalable solutions. Support documentation efforts, including developing and refining Standard Operating Procedures (SOPs).

  • Leverage tools like Microsoft Excel and Power BI to organize, track, and interpret program data; a background in finance or data-driven operations is a plus.

  • Facilitate personnel onboarding, including preparing Government SAARs, coordinating I-9s, and ensuring new team members have a smooth and positive introduction to the organization.

  • Support team culture and operations by coordinating morale events, mentoring staff on policies and procedures, and serving as a reliable point of contact for day-to-day administrative needs.

  • Conduct weekly timesheet audits to ensure compliance and accuracy across the program.

  • Maintain and organize team SharePoint folders to enable seamless collaboration and information sharing.

  • Track certifications and training to ensure all team members remain current and compliant ahead of expiration deadlines.

  • Build strong working relationships with internal clients, leadership, and cross‑functional partners.

  • Manage CAC applications and recertifications, partnering closely with security personnel and ensuring adherence to all requirements.

  • Support the Program Manager + Deputy Program Manager with critical deliverables, assisting with the preparation and coordination of weekly and monthly reporting.

  • Take on special projects and taskings that help strengthen program operations and deliver on mission needs.

  • Coordinate morale and team engagement activities to foster a positive, connected work environment.

The likely salary range for this position is $72,877 - $98,599. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
