Catapult Consultants is a global, professional services and management consulting company specializing in business, analytical and information systems solutions. We support mission-critical programs in the Intelligence Community and Defense and Civilian sectors.  Currently we are looking for an individual to join our team at the Naval Criminal Investigative Service (NCIS) headquarters in Quantico, VA.  The position will work with the team to help refine and develop an existing Activity Based Costing Tool.  This position is temporary, with an duration of three to four months. 

Job Description

Work collaboratively with other analysts, data experts and activity based costing experts on a project located in Naval Criminal Investigative Service (NCIS) Headquarters, reporting to the Deputy Assistant Director, Planning and Evaluation Department under the direction of the Director of Financial Management.

  • Full-time - 40 hours per week, temporary for a period of 2-3 months

Responsibilities:

  • Take corrective actions to spearhead the clean-up a backlog of deliverables
  • Assist in escalating the model maturation of the Voyager tool (Activity Based Costing Tool)
  • Function as support and assistant to the tech development manager of the Activity-Based Costing (ABC) Team.
  • Support the management and utilization of an ABC Costing tool designed to collect, warehouse, and provide reports on data relating primarily to NCIS Mission Performance Assessment (MPA)/performance metrics.
  • Works in a tech development management capacity with other Planning and Evaluation Department personnel (Government and contractor) as part of NCIS's ABC Team.
  • Understand and manage MPA (performance) data requirements;
    • ensuring the accuracy and accessibility of data sources;
    • planning for anticipated changes in MPA data requirements;
    • administering MPA (performance) data standards, policies, and procedures;
    • executing MPA (performance) data flow.
    • Understands MPA validation reviews and briefings for the Planning and Evaluation Department and Operational Program Managers
    • Provide strong support to the program management oversight to ensure timely execution of all tasks
Qualifications

 

  • Knowledge of database methods, practices, and tools of database development, data management and relational databases.
  • Familiarity with major operating characteristics of IT equipment and software with emphasis on the Microsoft Office suite of products, including MS Word, MS Project, and MS Outlook.
  • Advanced user level of knowledge in MS Access and MS Excel.
  • Knowledge of database reports development and automatic database updates
  • Working knowledge of activity-based solutions (Business Objects Voyager) solutions and other analytical software supporting analysis and process improvement
  • Organizational and Project Management Skills
  • Knowledge of the NCIS programs and business practices a plus
