Position Summary

The Global Security Video Analytics Program Manager is responsible for planning, deploying, and optimizing advanced video surveillance and artificial intelligence (AI)driven analytics solutions across U.S. Department of State posts worldwide.

Leveraging extensive Foreign Service or DS/SEO experience and deep familiarity with overseas post operations, this role connects Washington-level strategy and policy with real-world operational needs at embassies and consulates. The position focuses on integrating video management systems, intelligent video analytics, and related sensors into coherent, mission-focused solutions that enhance situational awareness, threat detection, and incident response.

The role involves frequent travel to domestic and overseas posts, including hardship and high-threat locations, to lead assessments, oversee implementations, validate performance of video AI solutions in the field, and build strong working relationships with RSOs, SEOs, IM/IT staff, and post leadership.

Key Responsibilities

AI & Video Surveillance Program Leadership

  • Lead the planning, execution, and continuous improvement of enterprise video surveillance and AI-enabled analytics initiatives supporting diplomatic security.

Technical Leadership in Video & AI Analytics

  • Serve as the primary subject matter expert on video surveillance architectures, camera technologies, video management systems (VMS), and AI-based video analytics (e.g., object detection, behavior/anomaly detection, facial/vehicle recognition where authorized).

Field-Centric Implementation & Optimization

  • Work side-by-side with RSOs, SEOs, guards, and watchstanders to translate operational needs into executable processes. Validate that alerts and analytics outputs are relevant, actionable, and aligned with post-specific threat profiles.

Operational Integration & Workflow Design

  • Design and refine standard operating procedures (SOPs) that integrate AI-generated alerts into existing security operations center (SOC) / local guard force workflows.

Data, Risk, and Compliance Management

  • Work with stakeholders to define data retention, access control, and classification policies for recorded video and analytics metadata in accordance with Department guidance.

Stakeholder Engagement & Communication

  • Serve as a key liaison between DS, regional bureaus, OBO, IRM, post leadership, and other stakeholders for all matters related to video and AI analytics programs.

Training, Adoption, and Change Management

  • Develop and deliver training materials and hands-on sessions for RSOs, SEOs, operators, and guard forces on effective use of video and AI analytics systems.
Required Qualifications
  • 10+ years of progressively responsible experience with technical security, surveillance systems, or related technology programs in the U.S. Department of State environment, preferably within:
    • Diplomatic Security (DS), especially DS/SE or DS/SEO; and/or
    • Foreign Service roles with direct responsibility for technical/physical security and surveillance at overseas posts.
  • Significant field experience at U.S. embassies/consulates, including hands-on work with RSOs, SEOs, and post leadership.
  • Demonstrated experience designing, deploying, or managing:
    • Video surveillance systems (cameras, VMS, storage, networking),
    • U.S. citizenship and the ability to obtain and maintain a Top Secret (TS/SCI or as required) clearance.
Preferred Qualifications
  • Prior service as a Security Engineering Officer (SEO), Security Technical Specialist, or similar Foreign Service Specialist position with responsibility for security technologies.
  • Experience with:
    • Large-scale VMS platforms, distributed/edge compute architectures, and secure network design for video systems.
    • AI/ML-driven video analytics solutions, including configuration, tuning, and performance evaluation.
    • Integration of video analytics with incident management, alarm monitoring, and guard force operations.
  • Professional certifications such as PMP, PgMP, or equivalent program management credential.
  • Experience supporting New Embassy Compound (NEC) / New Consulate Compound (NCC) projects or major security technology modernization efforts.

Salary and Benefit Information

The likely salary range for this position is $153,000 - $207,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
