Job description

Duties and Responsibilities:
  • Agency Representative - As a representative of management, support the Agency mission, vision, strategic plans, goals and management decisions; establish program/department mission and goals. Adhere to all Agency policies and protocols while maintaining confidentiality of information.
  • Advisor - Act as advisor to Deputy Director and other Director Team members on human resources policies, compliance and issues. Educate and peer mentor other Agency managers on human resources policies, compliance and issues.
  • Compliance and Risk Management - Oversee and manage Agency compliance and risk by ensuring policy alignment with all governmental, regulatory and legal requirements. Maintain sufficient insurance to protect all aspects of Agency operations.
  • Leadership - Provide leadership, supervise the human resources department by making decisions, solving problems, developing department practices and procedures, recording appropriate documentation, conducting meetings and representing the department as needed for internal and external interactions. Manage department performance and development. Develop and mentor department supervisors.
  • Agency Staffing - Manage all aspects of Agency staffing to include budgetary considerations, staffing plans, recruitment, retention, and succession planning.
  • Budgeting - Develop, implement and manage budget for all areas of direct supervision. Recognize and support interaction of all interdepartmental decisions which have a monetary impact. Understand impacts and support Agency fiscal sustainability.
  • Employee Relations - Manage and ensure effective Agency employee relations, maintain an ethical, non-discriminatory and safe work environment, and establish effective communication lines/methods.
  • Professional Growth - Develops and maintains professional and personal growth by attending seminars, workshops, professional affiliations and self-study to stay current with all professional, governmental, legal and social trends and changes.
  • Improvement - Develop, manage and lead improvement projects for movement towards better align the Agency with our purpose, mission, vision and values. Understand, monitor and support Agency, departmental and individual KPIs.
  • Employee Wellness - Develop and manage all benefits, programs and policies to promote and support the total employee and family wellness to include but not limited to mental, physical, social and financial considerations.

QUALIFICATIONS & EXPERIENCE
  • BA/BS Human Resources, Business Administration or related field
  • MA/MS Business Administration or equivalent preferred
  • Demonstrated minimum five (5) years of experience as a high-level human resources professional
  • Must have and maintain working knowledge of employment labor laws, safety and compliance, and HIPAA
  • Microsoft Office proficiency required
  • Strong organizational skills with the ability to manage multiple priorities independently
  • Effective communication skills
  • Ability to work in a fast-paced environment

While performing duties of the job, the individual may be regularly required to sit for prolonged periods, maintain hand and finger dexterity, view a computer screen for extended periods, listen to and comprehend instructions, sustain concentration for tasks requiring attention to detail, and occasional reach, stoop, kneel, stand, walk, crouch or crawl. While performing duties, may be required to lift or carry light objects, typically up to 25 pounds.
