Description
The Department of Information Technology (IT) plays a key role in driving customer-focused innovation initiatives. It is comprised of four technical bureaus: Business Enablement, Customer Success and Productivity, and Technology Infrastructure and Cybersecurity, and Public Safety Support. There is a continual need for technology solutions that meet business function and organizational needs, while balancing security and support requirements. IT sets technology policy direction for the enterprise, identifying, recommending, implementing, and maintaining technology and solutions to support the City's business needs. Collectivity, the 95 IT staff members work together to provide essential services and technical support to all City staff and business functions while maintaining a supportive, respectful and inclusive culture in the department.
The Department of Information Technology (IT) is seeking a highly motivated and accomplished Network Engineer IV to join our high-performing and agile Technology Infrastructure and Cybersecurity team. This senior-level position plays a key role in sustaining and optimizing the City's existing network infrastructure, ensuring that critical systems remain reliable, secure, and resilient. The role will work closely with leadership and technical staff to support new technology initiatives, modernize network capabilities, and strengthen the City's overall IT environment.
This position will lead a team of network engineers who will be responsible for supporting, maintaining, and advancing the City's network infrastructure. This position provides technical leadership, operational oversight, and strategic guidance to ensure the reliability, security, and scalability of mission critical network services across all City departments. In addition, this position will coordinate daily operations, guide new technology initiatives, and collaborate closely with IT leadership, cross-functional teams, and external partners. The individual in this role must demonstrate strong technical expertise, effective team leadership, and a commitment to delivering high-quality technology services that enable City operations.
The ideal candidate will be someone who can work collaboratively to implement the City's IT strategy and empower team members to deliver exceptional results. This person must have experience managing complex technology projects, troubleshooting and resolving infrastructure-related issues, and optimizing resources to meet project and organizational objectives. The candidate must foster strong relationships and work effectively with staff, peers, leadership, customers, consultants, and vendors to achieve departmental goals within scope and on time. Additionally, the ideal candidate must be able to clearly explain processes and policies to staff, non-technical customers, and management, whether in person or through documentation and reports.
The successful candidate will have in-depth knowledge of data management, disaster recovery strategies, and network engineering principles. This person will possess exceptional technical skills, outstanding relationship-building abilities, excellent communication skills, and strong analytical proficiency. This individual will also be customer-focused, innovative, and highly creative in their approach to solving complex technical challenges.
In addition to the above requirements, the successful candidate must:
  • Successfully pass a drug screening test and extensive criminal background check
  • Possess a driver's license valid in Norfolk, Virginia
  • Live within an hour of the City of Norfolk
  • Report to Norfolk city offices on a regular basis, and within one hour of being notified of an event or emergency.
  • Be available for a 24-hour on-call rotation and emergency response as required
  • Report to work as directed in the event of an emergency or natural disaster and be expected to work unusual shifts and hours.

Department Hiring Salary Range: $84,781.84 - $97,289.08
Essential Functions
This position manages the following areas of responsibility:
  • Supervise and mentor a team of IT professionals by providing leadership, direction, and performance management that ensures efficient operation and continuous improvement of the City's network infrastructure
  • Ensure proper monitoring, troubleshooting, and timely resolution of network issues, outages, and service degradations.
  • Provide guidance and training to IT staff on emerging technologies and best practices
  • Develop and maintain comprehensive documentation for configurations, policies, and procedures
  • Support the development and implementation of disaster recovery strategies to ensure business continuity, and data protection
  • Coordinate cross-team collaboration with cybersecurity, applications, and public safety groups to ensure aligned operation
  • Manage implementation of network upgrades, replacements, and lifecycle projects (e.g., switch refreshes, cabling, WAN improvements)
  • Partner with cybersecurity team to ensure network configurations adhere to security standards, incident response requirements, and access control policies
  • Review and validate technical proposals, statement of work, and vendor documentation for network-related projects

Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent with five years experience.
Preferred Education/Experience:
This position requires broad knowledge in the professional or technical field, typically acquired through a Bachelor's degree with coursework in information technology or a related discipline. A minimum of 5 years of IT experience is required, with three years specializing in network engineering.
Preferred License(s) and/or Certification(s):
Preferred licenses include but not limited to the following: CCNA, CCNP, CWNP, CWNA, Network+, Security+. Microsoft Azure certified and/or other cloud certifications such as AWS is also desirable.
Additional Information & Requirements
Work Location: 800 E. City Hall Ave, 1st Floor, Norfolk, VA 23510
Work Hours: Monday-Friday 8:00AM - 5:00PM (40 hours week)
  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
