Job description

Position is contingent upon contract award

The Program Manager shall serve as the central point of contact for all contractual, technical, and administrative matters related to the performance of this contract. The Program Manager will interface directly with the Contracting Officer (CO), Contracting Officer's Representative (COR), and Alternate Contracting Officer's Representatives (ACORs) to ensure effective communication, coordination, and execution of all program objectives. This position requires experience providing Command, Control, Communications, Computers, and Information Management (C4IM) services within General Officer (GO) and Senior Executive Service (SES) environments.

Essential Job Functions: (not limited to duties as described - performs related duties as requested)

  • Serve as the single point of contact with the Government for all program-related communications, coordination, and issue resolution.
  • Exercise full authority to act for the Contractor on all matters relating to the daily operation and performance of the contract.
  • Manage and oversee all program activities, ensuring compliance with contractual requirements, performance standards, and service-level agreements.
  • Provide project management oversight for all Work Site initiatives, ensuring timely execution and coordination with Government stakeholders.
  • Apply experience with Army Portfolio Management System (APMS), Information Technology Approval System (ITAS), and Information Technology Service Management (ITSM) to support program activities and ensure compliance.
  • Develop and deliver monthly progress reports summarizing project milestones, significant events, accomplishments, challenges, and an overall assessment of project status.
  • Identify and mitigate program risks, ensuring issues are addressed proactively to maintain operational continuity and performance.
  • Maintain continuous coordination with subordinate project teams to ensure consistency in execution, documentation, and reporting.
  • Provide leadership, guidance, and mentoring to contractor personnel to ensure professional development and mission success.

EDUCATION & EXPEIENCE:

  • Bachelor's degree in Business Administration, Information Systems, Engineering, or a related field (Master's degree preferred).
  • Minimum of 10 years of project or program management experience supporting U.S. Army information technology programs, with direct experience in C4IM service delivery.
  • Demonstrated expertise in managing C4IM services within GO/SES (or equivalent) environments, including desktop, network, information assurance (IA), telecommunications, and trouble desk management.
  • Proven experience supporting or managing programs within GO/SES environments.
  • Demonstrated knowledge of Army Europe, 2TSB, and AESD operational policies and procedures.
  • Experience with APMS, ITAS, and ITSM tools and processes.
  • Strong leadership, communication, and organizational skills with the ability to manage multiple concurrent projects.

LICENSES & CERTIFICATIONS:

Project Management Professional (PMP) certification from the Project Management Institute (PMI)
