Summary Statement

This class is responsible for conducting research, collection, correlation, analysis, and distribution of criminal intelligence information relating to criminal activities and relationships within correctional facilities or related populations.\r\n

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.\r\n\r\n Conducts research on criminals and suspected criminals through direct computer information systems access or personal contact with agencies and organizations.\r\n Collects, organizes, analyzes, and compiles a large amount of information including criminal intelligence from a variety of sources and extracts significant facts so that security threat groups can be identified and monitored for potential incidents and organized crime activities.\r\n Performs spreadsheet analysis regarding statistics on criminal activity and related associations.\r\n Performs crime analysis and crime mapping.\r\n Conducts telephone toll analysis to plot telephone activity to determine the size and location of criminal and suspected criminal groups and individuals.\r\n Conducts link analysis; discovers connections through analysis.\r\n Determines suspicious or potential criminal activity and/or associations.\r\n Identifies leads for possible follow-up by investigations.\r\n Gathers criminal intelligence during critical incident occurrences including escapes, large scale disturbances, barricades and during hostage situations.\r\n Prepares computerized charts, graphs, tables, maps, and other visual aids.\r\n Creates, updates, and maintains databases with pertinent information for tracking, retrieval, and sharing of information.\r\n Attends intra and interagency meetings and conferences to share information.\r\n\r\n

Job Requirements

JOB REQUIREMENTS for Intelligence Analyst\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Six months experience in criminal investigation or intelligence used to assist government law enforcement, international agencies or organizations with regards to national, regional or local crime/terrorist organizations or security threat groups.\r\n Six months experience in research, collection, correlation, and analysis of information from a variety of sources in order to identify patterns and trends of suspicious or potential criminal activity.\r\n Six months experience in interpreting criminal laws, rules, regulations, standards, policies, and procedures.\r\n Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.\r\n Six months experience in using spreadsheet software to prepare charts, graphs, tables, maps or other visual aids.\r\n Knowledge of inferential statistics used to calculate probability.\r\n Knowledge of federal regulations regarding the collection and dissemination of criminal intelligence information.\r\n\r\n

Conditions of Hire

\r\nApplicants must be legally authorized to work in the United States. The State of Delaware Executive Branch participates in the Federal E-Verify system where the State will provide the federal government with each new hires Form I-9 information to confirm that you are authorized to work in the U.S. For more information refer to our job seeker resources. \r\n\r\n\r\nPre-employment Drug Testing: Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process. \r\n\r\n\r\nCriminal background check: A satisfactory criminal background check is required as a condition of hire. The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire. \r\n\r\n\r\nUpon a conditional offer, the applicant must undergo a pre-employment base line two step tuberculin skin test (TST) as part of the hiring process.\r\n\r\n\r\nThis position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16. This position is covered by a collective bargaining agreement based on its individual terms. \r\n\r\n\r\nAll new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.\r\n\r\n
