Position Title: SharePoint Solutions Architect - National Guard Bureau (NGB)
Location: Herbert R. Temple Jr. Army National Guard Readiness Center (TARC), 111 South George Mason Drive, Arlington, VA

Position Overview
INTECON is seeking a SharePoint Solutions Architect to serve as the technical lead for the Microsoft 365 and SharePoint 365 platform build and automation supporting the National Guard Bureau (NGB) Knowledge Management Program. This position aligns to the Enterprise SharePoint Services Representative (ESSR) role defined in the Performance Work Statement and leads the design of a scalable, modular platform that can be adapted by any of the 54 States, Territories, and the District of Columbia.
The SharePoint Solutions Architect designs, builds, and sustains enterprise SharePoint Online 365 solutions and Power Platform automations across NIPR and SIPR environments, translating KM governance, taxonomy, metadata, and lifecycle requirements into technical solutions. The role emphasizes forward-looking architecture leveraging data, AI readiness, and modular design in support of NGB leadership priorities. Work is performed on-site at the Herbert R. Temple Jr. Army National Guard Readiness Center in Arlington, VA.
Roles and Responsibilities
  • Lead the design, build, and sustainment of enterprise-level SharePoint Online 365 solutions and the KM automation tool supporting NGB leadership priorities and enterprise KM requirements.
  • Architect and develop the KM automation tool integrating KPIs, KM projects, KM planning phases, POA&Ms, metrics, and heat maps using Power Automate, Power BI, and Power Apps, delivering a prototype to leadership within six (6) months of award and full implementation within the year.
  • Develop and customize Microsoft 365/SharePoint solutions, including sites, lists, libraries, content structures, Power Apps for workflows and decision support, and Power Automate workflows for approvals, content lifecycle steps, governance actions, and task tracking.
  • Perform KM-scoped SharePoint 365 administration across Army NIPR/SIPR environments, including permissions and access management, site configuration, content organization, list/library configuration, and compliance checks for architecture, taxonomy, and lifecycle alignment.
  • Design, maintain, and update KM and situational-awareness dashboards that provide leadership with a near-real-time, interactive Common Operational Picture.
  • Develop and update Joint Staff 365 governance policies, procedures, naming convention standards, and configuration standards, coordinated through the KMRWG and KMOWG.
  • Design and deliver recurring KM tools training on SharePoint administration fundamentals, metadata/taxonomy and content lifecycle best practices, Teams collaboration, and Power Apps/Power Automate.
  • Package, deploy, and support modular solutions so they can be readily adapted into the local tenant environments of the 54 States and Territories.
  • Monitor automation and workflow performance; track failures and bottlenecks; propose and implement optimizations; and generate usage, content, repository health, and performance reports.
  • Ensure all solutions comply with KM governance, information architecture, and structure lifecycle standards, and are documented, version-controlled, and published to the KM repository.

Required Clearance Level
  • Active Secret security clearance.

Required Qualifications
  • Minimum of six (6) years of demonstrated experience designing, building, and sustaining enterprise-level solutions within the SharePoint 365 environment, including SharePoint Online architecture; Microsoft Power Platform (Power Apps, Power Automate, Power BI); enterprise site structures; metadata and taxonomy standards; content types; governance documentation; workflow automation; solution prototyping; testing; development; secure configuration across NIPR/SIPR environments; and architecture evaluation.
  • Microsoft Certified Power Platform Solution Architect.
  • Demonstrated ability to translate KM requirements into technical SharePoint and workflow solutions and to develop scalable, reusable solutions for geographically dispersed organizations.
  • Foundational understanding of KM principles, including taxonomy application, content lifecycle management, information governance, and stakeholder collaboration.
