Job description

We are seeking engineers or analysts with experience in space communications and navigation systems, systems engineering, portfolio analysis, and strategic planning to support NASA communications and navigation network service development activities. This role supports enterprise-level planning, portfolio monitoring, early-phase formulation, and technical strategy efforts that enable the evolution of NASAโ€™s space communications and navigation services and infrastructure.

  • Developing and maintaining portfolio monitoring tools and dashboards that provide leadership with consolidated visibility into technical progress, program status, risks, and priorities across communications and navigation initiatives.
  • Collaborating with internal NASA organizations and stakeholders to identify and assess unmet communications and navigation needs and supporting prioritization of network service and capability gaps.
  • Supporting early-phase planning and formulation activities, including development of concept packages that define needs, goals, objectives, assumptions, dependencies, interfaces, preliminary cost considerations, and scheduled drivers.
  • Assisting in refinement of need statements and development of candidate technical approaches, including coordination of requirements and concepts of operations (CONOPS) for communications and navigation services.
  • Contributing to implementation strategies and roadmap products, including development of integrated schedules and identification of technical and organizational dependencies across multiple concurrent initiatives.
  • Supporting enterprise architecture and long-range technical planning activities through development and review of technical analyses and strategic planning products.
  • Monitoring and reporting on technology development efforts and projects delivering new communications and navigation capabilities, including preparation of technical summaries, status briefings, and leadership reporting materials.
  • Assisting in development of project documentation and supporting materials for new network service and infrastructure initiatives.
  • Providing responsive technical support for meetings, technical reviews, executive briefings, and program coordination activities, including preparation of white papers, presentations, and analytical products.
Qualifications

Education: Bachelorโ€™s or Masterโ€™s degree in Aerospace Engineering, Systems Engineering, Electrical Engineering, Engineering Management, Physics, or related technical field.

Experience: 5-10+ years of experience supporting space communications and navigation systems, network services, systems engineering, technology development, or strategic technical planning activities. Graduate work may contribute to years of experience.

Experience supporting early-phase planning, technical formulation, or enterprise-level coordination is desirable.

Work Authorization: U.S. Citizen or Permanent Resident required.

Role / Work Schedule

This is a full-time, on-site position at our Greenbelt, MD office and NASA HQ in Washington, DC.

Preferred Skills
  • Familiarity with NASA space communications and navigation architectures and network services.
  • Experience supporting early-phase concept development and capability definition.
  • Knowledge of systems engineering processes, requirements development, and CONOPS formulation.
  • Experience developing dashboards, analytical tools, or portfolio monitoring products.
  • Experience preparing executive-level briefings and strategic technical documentation.
  • Ability to synthesize complex technical and programmatic information into clear, concise decision-support products.
  • Strong coordination and communication skills across technical and programmatic stakeholders.
