Introduction The City of Milwaukee is proud to employ a workforce dedicated to delivering exceptional service to its residents. Purpose The Senior Transportation Analyst Planner leads advanced analytics, modeling, mapping, and performance initiatives to support data-driven transportation planning, policy development, and evaluation.
Essential Functions Project Management and Staff Oversight Serve as technical lead for data and analytics for transportation studies and corridor projects. Coordinate data amongst various DPW sections and units, and other departments to support data-driven project development. Provide technical oversight of analytical work.
Assist in the preparation of grant applications and required state/federal performance reporting. Prepare technical reports, memoranda, and presentations for leadership and the Common Council. Translate complex analytical findings into clear and actionable recommendations.
Provide staff oversight and technical guidance in transportation planning, data analysis, GIS, and performance activities. Guide analytical methodologies, performance measures, data visualization, and transportation planning principles. Promote collaboration, accountability, effective communication, continuous improvement, and knowledge sharing within the work unit and across departmental divisions.
Oversee and monitor project progress, and ensure timely completion of assignments consistent with departmental goals and objectives. GIS Mapping and Analysis Lead GIS mapping activities, including creating high-quality public-facing maps and conducting analyses to support planning and design projects. Oversee and maintain inventory of various DPW infrastructure assets in GIS.
Provide inputs and analyses for Capital Improvement Planning (CIP) and maintenance initiatives. Integrate and maintain files, records, and plans of infrastructure and utility work completed within the right-of-way into GIS. Develop protocols and mapping tools to assist in project scheduling and permitting.
Develop mapping governance procedures and policies. Data System and Performance Develop and maintain transportation performance measures consistent with local, state and federal requirements. Oversee data collection and analysis for before-and-after studies to measure project effectiveness.
Conduct data analysis to support comprehensive and strategic planning efforts, including identifying appropriate data sources, analyzing data, presenting findings, and making recommendations based on findings. Manage various data collection technologies related to multimodal safety and performance, such as video, radar, Light Detection and Ranging (LiDAR), and crowdsourced mobility analytics data. Build and apply forecasting models and scenario analyses to support programming and long-range planning.
Perform safety evaluations, including high-injury network identification and systemic risk analysis. Establish protocols for data collection, validation, integration, and reporting. Design and maintain dashboards and visual reporting tools for executive and public use.
Recommend improvements to data systems, automation, and analytical processes. Two years of professional-level project management experience performing data analysis and GIS in transportation planning, urban planning, or a related field. Ability to travel independently around the City of Milwaukee by public transportation, walking, biking, or driving. Equivalent combinations of education and experience may be considered.

Master's degree in urban planning, geography, geographic information systems (GIS), statistics, data science/analytics or a closely related field from an accredited college or university. Knowledge, Skills, Abilities & Other Characteristics Technical Knowledge of urban planning theories, principles, and techniques. Knowledge of transportation planning and traffic engineering principles, including multimodal systems, traffic operations, and crash data analysis.
Knowledge of mathematical and statistical concepts, including forecasting, predictive modeling, scenario analysis, and travel demand modeling. Proficiency in GIS, spatial analysis, advanced mapping applications, and the Microsoft Office Suite. Knowledge of data collection, integration, management best practices, and performance measurement frameworks, including metrics related to safety, equity, mobility, climate, and asset management.
Ability to conduct complex, high-volume statistical and geospatial analyses; integrate multiple datasets for cross-modal and department-wide applications; and synthesize findings into clear, data-driven recommendations. Knowledge of public-sector transportation policies, regulatory requirements, and compliance standards related to transportation planning, including guides from the National Association of City Transportation Officials (NACTO), the Federal Highway Administration (FHWA), and local and state ordinances. Strong project management and organizational skills to prioritize work, manage multiple initiatives, and deliver high-quality analytical products efficiently.
Ability to evaluate program and project effectiveness and identify opportunities to modernize and streamline data collection and reporting processes. Project Management/Oversight Knowledge of team leadership principles and best practices. Ability to assign and direct work and to assess performance toward project goals and deadlines.

Current Salary The current salary range (Pay Range 2MN) is $94,758-$115,501 annually, and the current resident incentive salary range for City of Milwaukee Residents is $98,548-$120,121 annually.
Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
