Description About WSDOT The Washington State Department of Transportation (WSDOT) is a multimodal agency with a global reputation for excellence. Our dedicated workforce plans, designs, builds, and operates an integrated transportation system that safely and efficiently moves people and goods throughout the state. In addition to maintaining over 20,000 lane miles of state highway and 4,100 bridges, WSDOT leads an award-winning Active Transportation Plan, manages the world's longest floating bridge, and operates the largest ferry system in the nation.

The Opportunity WSDOT is currently seeking a Transportation Planning Specialist 5 to join the Olympic Region's Multimodal Planning team as the Multimodal Planning Implementation Lead, who provides strategic and tactical leadership to a team responsible for planning studies, Growth Management Act (GMA) coordination, compliance with state and federal transportation planning requirements, collaboration with local and regional partners, and regionwide community engagement efforts. The Lead supervises and develops staff, oversees consultant activities, and develops and maintains good working relationships with internal and external partners. This position contributes to a respectful, inclusive, and collaborative workplace culture that supports equal opportunity and belonging.

What to Expect Among the varied range of responsibilities held within this role, the Multimodal Planning Implementation Lead will: Provide program leadership for ORMMP multimodal planning activities including regionwide deliberations for planning priorities and resource allocation. Provide subject matter direction, leadership, and management on statutory, regulatory, policy, and procedural matters related to multimodal transportation planning, WSDOT planning studies, and federal Planning and Environmental Linkages studies. Provide subject matter direction, leadership, and management to staff reviewing local agency comprehensive plans and transportation plans for compliance with Washington's GMA and consistency with WSDOT policies, priorities, plans and standards.

Oversee the development and execution of planning studies, including management of scopes, schedules, budgets, staff, and consultant activities. Prepare and deliver technical reports, presentations, correspondence, and public-facing materials that clearly communicate planning analyses, recommendations, and project information. Coordinate and maintain partnerships with local agencies, tribal nations, transit agencies, elected officials, federal and state agencies, and community stakeholders.

Supervise, mentor, and develop staff by providing performance management, training, workload coordination, hiring support, and guidance on policies and labor agreements. Provide program-level strategic oversight for community engagement and Title VI initiatives, including oversight of inclusive engagement practices, equity compliance activities, and coordination with the Office of Equity and Civil Rights. Proactively oversee development and implementation of all community engagement activities within ORMMP.

Represent WSDOT Olympic Region in coordination with RTPOs, MPOs, and partner agencies while supporting statewide planning initiatives, Scenic Byways programs, and park-and-ride planning activities. Qualifications To be considered for this opportunity, the following are required: Analytical Thinking and Problem Solving: Demonstrated ability to use critical problem-solving skills, tact, strategic judgment, logical thinking, common sense, hard work, and tenacity to solve difficult and complex challenges while staying within the parameters of good practice. Collaborative Approach: Strong interpersonal skills to work effectively with others and to independently achieve program objectives.

Written Communication: Demonstrated ability to effectively communicate with others through formal and informal writing consistent with standards of established English grammar and composition. Communication Proficiency: Skills to communicate complex information effectively and professionally to diverse audiences, including those with non-technical backgrounds, using oral, written, and visual means, via telephone, email, text, written memoranda, reports, video conferencing, computer conferencing, in-person presentations, and other methods. Supervisory Skills: Experience with hiring, developing, supervising, mentoring, coaching, and performance managing diverse teams.

Transportation Planning Experience: Advanced knowledge of transportation planning principles and current related federal and state laws, regulations, policies, and guidance documents. Project and Program Management Experience: Experience developing and implementing processes and tools to manage or support transportation planning projects, including budget tracking, scheduling, coordination of tasks, and working effectively within multidisciplinary teams. Engagement Experience: Experience designing and conducting stakeholder and public meetings, collecting and recording meeting information, and preparing written summaries, with particular emphasis on vulnerable populations and traditionally underserved communities.

Technical and Digital Literacy: Proficiency with Windows-based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; Cloud computing; virtual meeting software, such as MS Teams; and various software applications used to develop calculations, documents, spreadsheets, estimates, and project scheduling. Growth Mindset: Actively demonstrates a commitment to learning and growth. Service-Oriented: Takes action to meet the needs of others.

In addition to the above, the following is also required: Ability to traverse rough, steep, and uneven terrain during site visits, perform duties low to the ground or at ground level, and stand for extended periods of time. It is preferred that qualified candidates also demonstrate: Professional Transportation Planning Expertise: Demonstrated application of analytical, technical, and policy knowledge in transportation planning, engineering, land use, environmental, or public policy work comparable in scope and complexity to a Transportation Planning Specialist 4, Transportation Engineer 3, or equivalent role in a government agency, non-governmental organization, or consultant. This competency may be demonstrated through education and/or professional experience.

Comprehensive Planning Knowledge: Demonstrated understanding of Washington's Growth Management Act and Washington State policies and guidance related to land use, active transportation, system preservation, and transportation operations and management. Interagency and Stakeholder Coordination: Demonstrated experience collaborating with local and state agencies, MPOs, RTPOs, and tribal nations to support transportation planning initiatives. Technical and Operational Capability: Demonstrated experience with quantitative and geospatial data analysis and display to support planning and decision-making using geospatial analysis software, travel demand models, and traffic operations models.

Important Notes This recruitment may also be used to fill additional positions per business needs. This position offers flexible/hybrid remote work options consistent with business and project needs. Occasional travel, including overnight travel, within Washington State, is an expectation of this position for field visits, meetings, and training.

Work is performed in both office and field environments, including outdoor site visits in inclement weather during daytime and nighttime hours. This position requires traversing rough, steep, and uneven terrain; working low to the ground or at ground level; and standing for extended periods of time. The incumbent may be exposed to hazards including severe weather, loud noise, vehicle exhaust and other air quality hazards, high-volume and high-speed traffic, heavy construction equipment, chemicals, construction materials, creeks and other bodies of water, and unsanitary environmental conditions.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
