Job description

Duties As a SURFACE MAINTENANCE MECHANIC SUPERVISOR (Title 32) with the Texas National Guard, your duties will include, but will not be limited to: * Planning: Provides direct input or participates in meetings and/or conferences with engineering, production control, and other personnel involving the initial analysis of long-range work requirements. Reviews immediate and long-range requirements of organizational segments and groups supervised based on workload forecasts, and develops, for approval by their superiors, plans for meeting long-range resource requirements. Plans the allocation of resources and the distribution of work to subordinate supervisors, and determines the internal plan to be followed by subordinate supervisors in applying those resources to accomplish work operations. Evaluates resources required to accomplish proposed work "packages" or program(s) in relation to the resources committed to ongoing and previously scheduled work operations; and recommends changes to superiors concerning previously planned work schedules. Participates fully with higher level management officials and staff organizations in studying and developing recommendations concerning changes in specification requirements, work techniques, and standards; revision of organizational structures, responsibilities and relationships; and improvement or modernization of equipment, facility layout, and workflow. * Work Direction: Assigns and explains work requirements and operating instructions to subordinate supervisors, sets deadlines, and establishes the sequence of work operations to be followed. Maintains balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations. Reviews and analyzes work accomplishments, cost, and utilization of subordinates to evaluate work progress, control costs, and anticipate and avoid possible problems by recommending corrective action to superiors. Participates with management officials and/or engineering personnel to develop qualitative and/or quantitative work standards. Evaluates work operations and reviews completed work and inspection reports to assure that standards are met. Coordinate work operations with the supervisors of other organizations and functions. * : Develops and establishes internal procedures ( e.g., meetings, content, and timing of reports) to be followed by subordinate supervisors to assure effective control and direction of work activities, organizations, and personnel supervised. Identifies long-range training needs for all levels of subordinate supervisors and workers and submits justification and funding requests to superiors and arranges for the accomplish of the training. * Develops, publishes, and ensures employee compliance with standing operating procedures for the activity supervised. Implements and complies with agency, state, and Federal regulatory Occupational Safety and Health, and environmental requirements. Ensures use of quality conformant products through compliance with established materials shelf life programs. Ensures all aspects of Force Protection to include physical security, facility and vehicle key control, property accountability, access control and employee protection in accordance with established policies and regulations. Implements procedures to account for real property, installation property, MTO&E (Modified Tables of Organization and Equipment) property, TDA (Tables of Distribution and Allowances) property, and installed equipment located at or assigned to the facility in accordance with state and Federal regulations and policies. Ensures subordinates are trained, qualified, and equipped with proper protective equipment, environmental mediation equipment and materials. Ensures that employees wear appropriate safety equipment and follow pertinent safety precautions. * Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or to serve as a team member on boards to cope with natural disasters or civil emergencies. May be required to serve as a member of the Command Maintenance Evaluation Team (COMET). * Performs other duties as assigned. Requirements Conditions of employment Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Army National Guard and wear of the military uniform. Areas of Consideration: Onboard Only Excepted. This includes: * Currently employed full-time permanent, indefinite, and temporary Texas Military Department personnel within with in the J4. Incentives: Acceptance of a military Federal technician position may result in termination and / or repayment of military incentives. The temporary appointment is not to exceed one year, extendable up to one more year, for a maximum of two years total. * Veterans' preference is not applicable to this position. * Direct deposit is mandatory. * Texas Army National Guard Membership is required. * Trial period required (see additional information) * This is an indefinite excepted position; acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Indefinite appointments are used when there is a need for a temporary position to extend beyond one year or management expects the position to become permanent at some time in the future. Competitive procedures must be used when filling a position on an indefinite basis. Military Requirements: For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required. Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS. Rank: W-3/CW3 -OR a O-1/2LT not to exceed O-4/MAJ AFSC/MOS: 12, 13, 14, 19, 25, 88, 90, 91, 92, 94 Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. Specialized Experience Required Experience or training leading to an extensive knowledge of the mechanical makeup, operation, and working relationships of complex interconnecting systems, assemblies, and parts for a variety of combat, tactical, commercial, special purpose vehicles, and equipment. Ability to diagnose, repair, overhaul, and modify interconnected complex systems on a variety of combat, tactical, commercial, special purpose vehicles, and equipment. Extensive knowledge of state of the art electrical, electronic, complex hydraulic, pneumatic, and other major non-mechanical systems that have a functional relationship and effect on the operation of major mechanical systems. Extensive knowledge of hydraulic lifting, loading, turning, and positioning systems and their mechanical, hydraulic, pneumatic, electrical, and electronic controls. Skill and knowledge to develop or improvise methods, alter parts, and make repairs in the absence of technical guidelines (such as modifying parts to fit and mesh into systems for which the parts were not designed); improvise modifications to equipment to correct recurring malfunctions; and design modifications to meet special test requirements or other special needs. - In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations. Education There is not an educational requirement for this position.
