The Statistics Department (STA) has an opening for a Budget Officer in its Resource Management Division (STARM). STARM plays a central role in resource management and capacity development (CD) support for the Department, with responsibilities including:

• Managing, monitoring, and reporting on STA's budget resources, including leading the preparation of the annual Medium-Term Budget (MTB) and accountability framework exercises.

• Coordinating STA's CD activities through the Medium-Term Workplan (MTW).

• Obtaining and managing external funding for STA's CD activities, in coordination with the Institute for Capacity Development (ICD).

• Providing logistical support for the recruitment and management of STA field experts.

• Advising staff and experts on the Fund's travel policy and helping ensure procedures are applied consistently according to STA guidelines and Fund policies.

Under the general supervision of the STARM Division Chief and working closely with STA's Senior Budget Manager (SBM) and within a team environment, the successful candidate will contribute to the formulation of STA's budget as well as the monitoring of its implementation and regular reporting to STA management. The incumbent is expected to contribute to STA's resource planning and budgeting processes for CD and non-CD operations across the full range of funding sources (IMF01 and IMF02).

The ideal candidate is a strong team player and a highly motivated self-starter with excellent judgment, who brings ownership, energy, a collaborative work style and innovation to their work, and who possesses strong knowledge of the IMF's budget processes, policies and systems.

Duties include:

• Contribute to the formulation of STA's MTB by compiling and analyzing budget-related data and forecasting future resource requirements including for personnel, travel, seminars, and other discretionary resources;

• Conduct technical analysis of budget requests and queries, and use sound judgment to make recommendations to the SBM and STA Management (when needed);

• Monitor the in-year implementation of STA's budget, providing regular reports to the SBM on the projected year-end outturn, and support the budget team in preparing year-end accruals;

• Coordinate the monthly time-reporting submissions for STA and review for data accuracy and completeness; monitor and analyze divisions' monthly reporting of donor chargebacks and project anticipated total fiscal year chargebacks;

• Conduct analyses of resource allocation and expenditures based on in-depth knowledge of the Fund's budget policies and practices; provide suggestions for improvements to internal monitoring and forecasting systems;

• Work with OBP, FIN, ICD, HRD, ITD, and other stakeholders to enhance budgetary tools and work practices, such as the Capacity Development Management and Administration Program (CDMAP);

• Represent STA on interdepartmental committees and working groups on budget issues, as appropriate.

Minimum qualification:

Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in business, finance, budgeting, accounting, statistics, computer science, or related field, or a Certified Public Accountant (CPA) or similar professional certification; or a university degree, or equivalent, supplemented by a minimum ofsix (6) years of relevant professional experienceis required. Alternatively, a minimum of two (2) years of experience in a related position at Grade A8, or equivalent, is required.

Additionally, the candidate is expected to have:

• Strong knowledge of the Fund's budget policies and procedures, both IMF01 and IMF02;

• Experience with Fund budget-related financial systems, and the ability to run queries in these systems;

• Excellent quantitative and analytical skills, including proficiency in Power BI, and Excel and its pivot function and ability to organize large quantities of data;

• Experience with the Fund's new IT systems that impact the budget, including CDMAP and Workday;

• Demonstrated drive for results and ability to work proactively and independently, with limited supervision and as a member of a team;

• The ability to set priorities, work under pressure, and manage several tasks concurrently within tight deadlines while seeking innovation solutions to improve budget processes and outcomes;

• The ability to collaborate with staff at all grade levels both within and beyond STA;

• Proven competence in handling sensitive and highly confidential matters with discretion and diplomacy;

• Excellent interpersonal and relationship building skills;

• Strong oral and written communication competencies, as well as data visualization skills.

• The ability to learn new technologies and remain current with technology trends is essential (familiarity with AI-enabled tools, including responsible use and validation of outputs, to support analysis, drafting, and process improvement would be a plus).
