Oracle Database/Programmer DeveloperFull Time, On-Site, Overland, MOSecret Clearance  Overview:Semper Valens Solutions is seeking a skilled and experienced Oracle Database Administrator, you will support the administration, maintenance, security, and optimization of Oracle database environments supporting mission-critical Army business systems and web-based applicationsKey ResponsibilitiesAdminister, monitor, and maintain Oracle database environments, ensuring system availability, performance, security, and data integrity.Install, configure, patch, upgrade, and troubleshoot Oracle database systems and related software components.Develop, maintain, and optimize database schemas, tables, views, stored procedures, PL/SQL code, and queries supporting enterprise applications.Perform database backup, recovery, disaster recovery, and business continuity operations to ensure data availability.Analyze database performance, query execution plans, indexing strategies, and system resource utilization to improve efficiency and reliability.Support the development and maintenance of data-driven web applications and web services that interface with Oracle databases.Collaborate with developers and stakeholders to gather requirements, design database solutions, and implement application enhancements.Establish and maintain database documentation, data dictionaries, database standards, and configuration baselines.Monitor database storage allocation, file structures, access methods, and data access controls to optimize performance and usability.Develop and implement database security measures, audit procedures, role-based access controls, and data protection strategies.Troubleshoot database connectivity, application integration, and data-processing issues across Windows and web-based environments.Create reports, dashboards, and data analysis products to support operational and business requirements.Support software testing, application deployments, and database migrations in development, test, and production environments.Utilize database administration and monitoring tools such as Oracle Enterprise Manager, TOAD, or equivalent tools to manage database operations.Develop and maintain technical documentation, user guides, and training materials related to databases and associated applications.Coordinate with system administrators and cybersecurity personnel to support patch compliance, vulnerability remediation, and secure database operations.Support RMF, STIG, vulnerability management, and cybersecurity compliance activities as required to maintain authorized systems.Required Qualifications:Bachelor's degree in Computer Science, Information Systems, Information Technology, Software Engineering, or related discipline; equivalent experience may be substituted for education.Minimum of 10 years of experience administering Oracle and/or SQL database environments, database development, application support, and related information technology disciplines., programming languages, and websites/applications developmentValid DOD 8140 (IA Certification - SEC+ or higher)Current active DOD SECRET ClearanceKnowledgeable of various operating systems (Windows, Unix, Linux)HTML, ASP, .NET and JavaScriptIIS Windows ServersAuthentication & encryptionVisual StudioWrite code with C+ or C#, Visual Basic, scripts, PQL, SPQLWeb ServicesFortify or some type of software is used to test security on programming code/language.Toad or some type of software uses to manage/monitor databases.Experience with flowcharting and documentationDeveloping programming code for serial and ethernet to interface with other appliances/systems. Knowledge of management principles and concepts as they apply to the development of KM based tools and applications.Broad knowledge of system design and programming techniques, local operating system software and database concepts to obtain optimum utilization of the computers capabilities via a Database Management System (DBMS).Skill in designing system software and knowledge of computer language characteristics sufficient to develop and/or monitor development of schema to interface with vendor software.Knowledge of the needs/interfaces of development goals and knowledge of technological advancements in DBMS field sufficient to evaluate cost effectiveness of proposed changes.Knowledge of DOD, DA, and Army organization regulations, technical bulletins and web development standards.Knowledge of .Net development (especially ASP.NET), WEB Services, Oracle/SQL Server and database design. Works independently and as a part of a team and has a strong work ethics. Performs user requirements analysis, design, testing, and implementation of MS based WEB Applications and integration of dissimilar systems.Proficient knowledge of the following server-side web programming languages: PL/SQL, ASP, ASP.NET, VB, VB.NET, C#, JavaScript, VBScript and HTML, Microsoft SQL Server, Microsoft Access, .NET Development software, Microsoft Visual Studio, Visual Studio.NET, Microsoft Reporting Services, and Database Auditing Tools (Log Explorer, Omni Audit, etc.)Skill in programming custom web applications based on customer requirements.
