Job description

General Description Performs complex media operations work with modern video techniques and graphic design. Work involves the design, preparation, and production of audiovisual materials using graphic design, photographic, audio, and video equipment. Manages and coordinates activities and operations related to County's broadcasting and media support functions.

Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Examples of Work Performed Develops and edits video recordings to produce informational materials as needed for Hidalgo County residents. Meets with supervisor to determine production vision.

Reviews raw material to determine the shot list. Manipulates film and video footage using modern editing techniques. Maintains continuity while moving shots according to scene value.

Trims footage and puts the rough project together. Inserts dialog, sound effects, music, graphics, and special effects. Ensures the project follows a logical sequence.

Consults with the supervisor and production team throughout the project. Creates the final cut for broadcasting. Assists in developing interview questions and storyboards.

Installs, adjusts, cleans, maintains, and operates audiovisual equipment such as cameras, lights, and microphones to film and record multimedia productions. Coordinates teleconference programs, including scheduling, setting up equipment, and supplying program materials to participants. Creates websites and designs multimedia presentations.

Delivers content to various social media platforms e.g., YouTube, FB, Twitter, Instagram, etc. Edits multimedia files for production using computer-assisted and other special effects audiovisual equipment. Assists with audiovisual equipment for training and public information presentation

Assists in providing technical assistance in the planning and operational functions of creative audiovisual scripts and productions. Undertakes the full range of graphic designer duties. Prepares layouts, designs, artwork, and formats for use in a publication and/or exhibition design.

Archives existing video assets. Creates archiving standards for future use, such as naming conventions and file size requirements. Researches emerging design trends and practices.

May handle copyright, reprint, and permission processes. May resolve technical problems for agency staff. Performs all other related duties as assigned.

Education and Experience Bachelor's degree in a related field from an accredited college or university preferred. Must have two (2) years experience in videography, video production and graphic design. Must be able to demonstrate proven expertise in video editing.

Must understand design requirements for broadcast, online, and mobile/tablet platforms. Certificates, Licenses and Registration: Must have a current valid Texas motor vehicle operator's license. Must be able to be insured by the County's insurance carrier.

Knowledge, Skills and Abilities Knowledge of multimedia processes, editing, and production; of audiovisual equipment; of editing, recording, computer graphics, and animation; of the use and application of repair and maintenance test equipment and tools; and of the kind, capacity, and purpose of voltage circuits, switches, fuses, instruments, and meters associated with electronic equipment. Ability to create and edit motion graphics using a variety of software listed (but not limited to) below: Adobe After Effects Adobe Premier Pro Final Cut Pro X (Mac) Adobe Photoshop Knowledge and experience of sourcing video material/footages from a wide range of open sources as well as licensed video/image libraries. Ability to deliver broadcast quality production including television ads and short documentaries.

Knowledge and understanding of various filming techniques such as indoor and outdoor filming, "filming on the go", interview-based filming. Knowledge of Photoshop skills to be able to retouch, create cut-outs, resize and save out stills in the correct format. Ability to deliver broadcast quality production including television ads and short documentaries.

Knowledge of modern video editing techniques, be able to visualize directorial concepts, and work according to a strict time schedule. Skill in the use of production, recording, developing, testing, and maintenance of audiovisual equipment; and in the use of a computer and applicable software. Ability to plan the preparation of graphic design and multimedia design projects, to design and produce graphics and interactive media materials, to communicate effectively, and to supervise the work of others.

Knowledge of policies, practices, procedures and terminology of assigned function. Bilingual (Spanish and English) with the ability to converse fluently in both languages.
