Job description

The New York City Department of Education (NYC DOE) seeks a qualified contractor to provide comprehensive project management, business analysis, application support, testing, training, data management, business intelligence, and reporting services for its Special Education systems. The project supports the implementation and ongoing enhancement of the ATLAS platform, modernization of Special Education applications, development of regulatory and operational reports, maintenance of enterprise data repositories, user training, and continuous operational support. The Contractor will provide a multidisciplinary team of technical and functional experts to ensure the successful delivery of system enhancements, data integration, reporting solutions, quality assurance, and end-user support while maintaining compliance with federal, state, and NYC DOE Special Education requirements.
The Senior Project Manager serves as the Contractor's primary project lead and is responsible for the successful planning, execution, and delivery of the NYC DOE Special Education Systems Support, Training, and Regulatory Reporting project. This individual provides strategic leadership and oversight of all project activities, ensuring delivery of high-quality services that support the implementation and enhancement of the ATLAS platform, application support, reporting, training, and regulatory compliance initiatives.
RESPONSIBILITIES
  • Lead and direct all project personnel and serve as the primary point of contact for NYC DOE.
  • Develop, maintain, and manage the integrated project schedule, work plans, milestones, and resource allocations.
  • Manage project scope, budget, risks, issues, dependencies, and overall project performance.
  • Ensure timely delivery of all project deliverables in accordance with contract requirements and DOE expectations.
  • Coordinate project activities across business, technical, testing, training, reporting, and data management teams.
  • Facilitate project status meetings, executive briefings, and stakeholder communications.
  • Monitor project quality and ensure compliance with DOE standards, SDLC methodologies, and quality assurance processes.
  • Manage project change requests, issue resolution, and risk mitigation activities.
  • Collaborate with DOE leadership to support strategic planning, decision-making, and continuous process improvement.
  • Ensure effective coordination between contractor personnel, DOE staff, and third-party stakeholders.

REQUIRED SKILLS
  • Demonstrated experience managing large-scale enterprise information technology projects.
  • Strong leadership, communication, organizational, and stakeholder management skills.
  • Extensive experience managing project schedules, budgets, resource planning, and risk management.
  • Proficiency using Microsoft Project, Microsoft Visio, HP ALM/Quality Center, and Jira.
  • Thorough knowledge of Software Development Life Cycle (SDLC) methodologies, including both Agile and Waterfall.
  • Experience managing multidisciplinary technical teams supporting application development, testing, business analysis, training, data management, and reporting initiatives.
