Position Overview

The Bureau of Air is seeking an experienced and motivated professional to serve as Unit Manager of the Permit Section's Modeling Unit in Springfield, Illinois. We are looking for a candidate with a strong background in air dispersion modeling for PSD permits for emission sources and air pollution control equipment, as well as proven experience leading or managing technical modelers.

The ideal candidate will bring strong leadership, communication, and organizational skills. In this role, you will oversee a small team of technical professionals and regularly collaborate with colleagues across the Bureau of Air, the U.S. EPA, regulated industry, public interest groups, and your Section Manager. Essential Functions
  • Plans, directs, and coordinates the activities of the Modeling Unit comprised of a large engineering and technical staff engaged in the performance of detailed air quality studies and modeling.
  • Develops and implements specific State programs which involve stringent restrictions imposed by both State and Federal regulations regarding Prevention of Significant Deterioration (PSD) and Environmental Justice (EJ) air quality reviews (reviews modeling protocols, evaluates model inputs and outputs, performs modeling audits).
  • Coordinates the review and evaluation of technical reports describing results and recommendations, based on air quality studies performed by staff.
  • Supervises the development of special tools (e.g., computer programs data-handling system, guidelines, procedures, etc.) which enable the Agency to maintain state-of-the-art capabilities with regard to air quality analyses activities.
  • Consults with other Division/Agency staff, environmental groups, governmental bodies, industry, and public concerning air dispersion modeling.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties.
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires four (4) years of progressively responsible experience in the field of air pollution control permitting or air quality modeling.
Preferred Qualifications (In order of Significance)
  • At least (4) four years' experience in writing, reviewing, and issuing PSD permits or conducting air quality modeling for air emission sources and air pollution control equipment.
  • At least (4) four years' experience in applying state and federal laws, rules, and regulations pertinent to PSD permitting or air quality modeling of air emission sources and air pollution control equipment.
  • At least (4) four years in preparing and presenting comprehensive reports, memos, correspondence, etc. in a clear and concise manner.
  • At least (4) four years working supervisor or managerial experience in the field of air emission sources and air pollution control equipment.
  • At least (4) four years' experience in developing, analyzing, interpreting, and implementing programs and policies related to PSD permitting or air quality modeling of air emission sources and air pollution control equipment.
  • At least (4) four years' experience in communicating with stakeholders at all levels of an organization, both internal and external.
  • At least (4) four years' experience in preparing and presenting comprehensive reports, memos, correspondence, etc. in a clear and concise manner.
  • At least (4) years' experience utilizing a personal computer with knowledge of Microsoft Word and Excel software.
  • Prefers possession of a bachelor's or master's degree in Physical Science, Environmental Science, or Engineering.

As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
