This position involves providing Model Based Systems Engineer (MBSE) analysis support to the Deputy Portfolio Acquisition Executive for Expeditionary and Mine Warfare (DPAE E&MW) Expeditionary Missions (EXM) Program Office (PMS 408). The role includes ongoing analytical support, and program management, as well as administrative support for various program objectives. Key responsibilities include delivering comprehensive analysis, aiding in the management of acquisition and logistics projects, and collaborating closely with team members to ensure effective program execution and management.

Work Schedule: Hybrid Location: DC Metro Area

Responsibilities:

Apply formal application of model-based systems engineering techniques and tools in executing Systems Engineering (SE) activities consistent with Industry, DOD/DOW, and Department of Navy (DON) standards and best practices. This includes executing the following activities:

  • Support systems engineering technical reviews (SETR) and milestone decisions as well as other acquisition events and processes (e.g., configuration management) that may include development of technical documents, drawings, and related models and technical data package components.
  • Requirements analysis, modeling with traceability between requirements and from requirements to system/subsystems, to system functionality, and to test constructs and other model objects.
  • Develop and manage DOD Architecture Framework (DODAF)-described views.
  • Conduct Expeditionary Medical Systems analysis and decomposition, including development of internal block diagrams, block definition diagrams, and other custom views and diagrams.
  • Conduct activity/behavior modeling and Identify interface definitions.
  • Test support, including development of Requirements Traceability and Verification Matrix (RTVMs), Performance Specifications (PSPECs), and test plans in modeling tools.
  • Simulation and other analysis (including but not limited to trade-off analysis).
  • Apply industry/DOD/DON Systems Engineering (SE) guidance, including INCOSE SE Handbook, to SE activities.
  • Apply standard modeling languages, including Unified Modeling Language, Systems Modeling Language, and Unified Architecture Framework, to conduct SE activities.
  • Apply architecture frameworks and leverage reference models, including the DOD Architecture Framework (DODAF) and Naval Federated Architecture Reference Models (NFARM), to develop SE models.
  • Employ DON-approved modeling tools and MBSE environments, including the Naval Integrated Modeling Environment (Naval IME) and Cameo Systems Model, Cameo Enterprise Architecture, and Teamwork Cloud.
  • This includes executing SE activities in modeling tools, exporting tailored and standard reports (e.g., requirements traceability and verification matrices, performance specifications, system and subsystem specifications, interface control documents, test plans, tables, diagrams, and briefs) from models, and processing and importing data (e.g., tables) into the model to update model objects.
  • This also includes employment of Velocity template/report engine and Groovy (or comparable MagicDraw-compatible) languages.
  • Identify or develop standard operating procedures to support specified SE activities, in the absence of industry/DOD/DON standards/guidance and augmenting existing guidance as required to improve fidelity and actionability of models and other SE products.
  • Apply SE guidance and MBSE techniques to managing systems, system components, systems of systems, families of systems, and enterprise architectures.
  • Communicate MBSE contributions to broader Navy and joint mission objectives.

In addition to the technical qualifications, we seek candidates who can work independently or in a small team setting that can use problem-solving skills and adapt quickly to changing priorities. Must have effective communication and organizational abilities that are essential for collaborating with diverse teams and stakeholders. Must be willing to support leadership in mentoring non-engineers and lead technical reviews as necessary. This role offers a hybrid work schedule, allowing for a combination of remote and on-site work to provide flexibility while ensuring the mission's success.

Requirements

  • Secret security clearance is required
  • Bachelor's Degree or Master's Degree in Systems Engineering, Electrical/Mechanical Engineering, Computer Science, or a related technical field with 8+ years relevant experience.
  • Experience with DoD acquisition lifecycle and systems engineering processes (e.g., per DoDI 5000.97
  • (Highly Preferred) INCOSE Certification (Certified Systems Engineering Professional) or ESEP (Expert Systems Engineering Professional)
  • (Preferred) DAU/DOD Digital Engineering Credentials CENG 001, CLE 084, and/or LOG 0590
  • (Highly Preferred) DoD 8140/8570 Certifications to overlap with Cyber and IT work (e.g., Security+, CISSP, or CEH.
  • Travel: Requires local area travel with occasional travel CONUS (approximately 10%)
  • Ability to work onboard Navy ships or other platforms for short testing periods

Knowledge and demonstrated skills in:

  • Project Team Management Acquisition and Project Management
  • Proficiency in Systems and Unified Modeling Language and Architecture Frameworks (SysML/ UML / UAF) and digital modeling languages
  • Familiarity with DoD Architecture Framework (DoDAF)
