Position Description

The Resource Acquisition and Planning Analyst's primary responsibility is assisting in the development and evaluation of proposals from the Companies' All-Source Requests for Proposals (ASRFP) and Public Utility Regulatory Policies Act (PURPA) Qualifying Facility avoided cost determination and administration. The Analyst provides analysis and review on the evaluation of project proposals to ensure adequate, reliable energy supply at the lowest reasonable cost. The Analyst may utilize complex resource planning production cost models and should be current on industry trends related to renewables and energy storage technologies. The Analyst works with other internal planning groups and recommends procurement strategies related to the development and siting of new generation resources.

In addition, the Analyst will be involved with monthly regulatory reporting of the Companies' fuel and purchased power cost recovery mechanisms. The Analyst will develop a working knowledge of allowable costs and credits and how the recovery mechanism function. As needed, the Analyst may also assist the department with managing coal procurement and rail transportation activities.

The Analyst must have strong analytical and Excel modeling skills to perform analysis on both supply- and demand-side resources, purchased power cost calculations and familiarity with the Company's coal contracts. The Analyst must have an understanding of the regulatory processes related to resource procurement and industry evaluation practices and may need to effectively communicate complex procurement strategies to senior management, utility regulators, and internal work groups.

Position-Related Responsibilities

• Assists the development and evaluation of the Company's ASRFP solicitations - including performing short- and long-term needs analysis, developing project evaluation criteria, and bidder solicitation documents to fairly evaluate projects across a wide range of technologies.
• Works with various planning groups including Legal, Transmission and Distribution Planning, Credit, and Procurement to validate the viability of project proposals.
• Participates in strategic planning activities with Wholesale Marketing, System Operations, Environmental Planning, and Financial Planning to ensure that adequate resource capacity and the Companies' long-term resource planning goals are achieved.
• Must stay up to date on emerging technologies, evolving market policies, and how changing federal and state energy regulations may impact the Companies' resource portfolios and risk profiles.
• Review or preparation of Purchased Power and Fuel Adjustor Clause (PPFAC) monthly reports

Senior Analyst Responsibilities

• Performs advanced analytical and production cost modeling analysis on planning scenarios that will help position the Company to respond effectively to future business conditions while minimizing risk and cost associated with resource procurement.
• Prepares/reviews the month and annual PPFAC filings for TEP and UNSE
• Works with other departments in support of major company-wide efforts, such as rate cases, regulatory filings, data requests, asset purchases, and financial restructuring.
• Understand the resource planning and procurement strategies derived from knowledge of the California Independent Systems Operator (CAISO) Western Energy Imbalance Market and SPP Market+ dispatch and reliability requirements.
• Provides both written and analytic support for federal and/or state regulatory filings.
• Participates in the Company's Integrated Resource Planning process as needed.
• Participates in other department projects as needed.

Lead Analyst Responsibilities

Responsibilities of a Senior Analyst along with:

• Evaluates various resource technologies using financial metrics such as net present value, levelized cost of energy, and levelized cost of capacity.
• Determine resource procurement feasibility for affordability, deliverability, and reliability based on experience in generation, transmission, and distribution operations.
• Interprets and conveys complex power supply and build-own-transfer agreements associated with energy storge, renewables, and natural gas technologies.
• Will apply and adhere to the Arizona Corporation Commission's (ACC) regulatory processes related to the ACC's Integrated Resource Planning and Procurement Rules. The Lead Analyst will also interact with ACC Staff as required.

Knowledge, Skills & Abilities:

Equivalent combination of education and experience will be considered.

All Levels

Minimum Qualifications:

Must have strong quantitative problem solving and analytical skills.

Must have demonstrated utility business experience and strong communication skills.

Advanced knowledge of generation, transmission, and distribution operations.

Must have an advanced working knowledge of Microsoft Word, Excel, and PowerPoint.

Demonstrated ability to influence and develop skills at all levels of the organization, with business acumen, smart risk taking, emotional intelligence, above average tactical skills, and stress tolerance.

Preferred experience in resource planning.

Senior Analyst

Minimum Qualifications:

Familiar with the CAISO Western Energy Imbalance Market dispatch requirements.

Must have an understanding of Large Generator Interconnection process and study requirements.

Minimum of 4 years of resource planning, resource procurement or resource development experience.

Bachelor of Science degree in Engineering, Economics, Finance, Accounting, or related field(s), or equivalent combination of education and experience.

Lead Analyst

Minimum Qualifications:

Must have a strong background in utility planning and procurement with experience in generation, transmission, and distribution operations.

Will have a general understanding of the Arizona Corporation Commission's (ACC) regulatory processes and proficiency related to the ACC's Integrated Resource Planning and Procurement Rules

Responsible for understanding and interpreting complex power supply and build-own-transfer agreements associated with energy storge, renewables, and natural gas technologies.

Minimum of 8 years of resource planning, resource procurement, or resource development experience.

Bachelor of Science degree in Engineering, Economics, Finance, Accounting, or related field(s), or equivalent combination of education and experience.
