Job description

Targa is seeking a collaborative and execution-oriented Lead, Data Governance to help establish and operate an enterprise Center of Excellence for governed self-service analytics and low-code development. The role will enable business users to safely create and enhance analytical solutions while ensuring that enterprise standards for trusted data, security, quality, usability, release, and support are consistently applied.

The Lead will have primary responsibility for Citizen Development enablement, with an initial emphasis on Power BI, business enablement, communities of practice, champion networks, maker support, data literacy, adoption, and measurable enterprise outcomes. The role will partner closely with the Data Governance Adoption Lead and provide backup support when needed by bringing practical data governance competency to citizen-development activities, including awareness of data ownership, stewardship, business definitions, quality, metadata, classification, certification, and lifecycle management.

JOB FUNCTIONS AND KEY RESPONSIBILITIES

Help establish and operate Targa's Citizen Development Center of Excellence, including charter, governance, service model, intake, roles, decision rights, operating cadence, and roadmap.

Define practical standards and guardrails for citizen-developed Power BI reports, semantic models, workspaces, data connections, security, naming, documentation, testing, certification, release, support, and retirement.

Develop and maintain the governed path from business development environments to production, including review criteria, validation, ownership, change control, and escalation requirements.

Facilitate intake and triage activities to help business users determine whether needs are best addressed through citizen development, certified enterprise assets, centralized delivery, automation, or other Technology capabilities.

Create and lead enterprise Communities of Practice, office hours, demonstrations, forums, and knowledge-sharing activities that connect business users with Data & Analytics expertise.

Establish and sustain a network of Citizen Development Champions across business functions who serve as local advocates, power users, trainers, feedback channels, and early adopters for self-service analytics and low-code capabilities.

Design and deliver data-literacy and self-service enablement programs for multiple user personas, including foundational data concepts, Power BI, data storytelling, trusted data, governance, and responsible use of analytics.

Develop reusable templates, starter kits, design standards, playbooks, training materials, knowledge articles, and reference solutions that improve quality and reduce duplicated effort.

Partner with the Business Analytics & Data Products team to promote reuse of certified semantic models, governed data products, enterprise measures, and approved data sources.

Promote adoption and reuse of certified semantic models, approved data sources, business definitions, and governed analytical assets in partnership with Data Governance and Business Analytics teams.

Identify opportunities to consolidate duplicate reports, semantic models, workspaces, and citizen-developed solutions in order to improve consistency, reduce support burden, and increase reuse of enterprise assets.

Partner with Data Platform & Engineering to align citizen-development workspaces, environments, capacity, deployment, monitoring, and production support with enterprise platform standards.

Support adoption of approved Power BI workspace governance, certification, security, and lifecycle-management practices through coaching, reviews, training, and enablement activities.

Establish and maintain enterprise KPIs for adoption and effectiveness, including active makers, trained users, champion participation, certified assets, semantic-model reuse, cycle time, production promotion, support demand, quality, user satisfaction, and business value.

Analyze adoption and usage data to identify where users need additional training, where assets should be consolidated, and where central delivery or stronger controls are required.

Serve as a business-facing advisor who helps teams determine when a need is appropriate for citizen development, centralized delivery, automation, or another Technology capability.

Partner with the Data Governance Adoption Lead to align citizen-development practices with governance adoption priorities and provide backup support for selected governance engagement, communications, and enablement activities when needed.

Apply working data governance knowledge to citizen-development efforts, including data ownership, stewardship, glossary, metadata, data quality, classification, access, lineage, certification, issue management, and lifecycle expectations.

Support the Data Governance program rollout by helping reinforce data-owner, steward, domain champion, and subject-matter expert engagement within citizen-development communities and enablement activities.

Connect Citizen Development requirements to governance capabilities such as business glossary, metadata, data quality, classification, access, lineage, certification, issue management, and product ownership.

Support communications, change management, stakeholder engagement, and adoption planning for governance and self-service capabilities in partnership with the Governance Adoption Lead and Data & Analytics leadership.

Promote responsible use of Power Platform and other low-code capabilities within approved Technology and data-governance guardrails.

MINIMUM ESSENTIAL QUALIFICATIONS

Bachelor's degree in Computer Science, Management Information Systems, Data Analytics, Business, Education, Communications, or a related field; equivalent relevant experience will be considered.

8+ years of experience in business intelligence, self-service analytics, data enablement, low-code development, data governance, training, or related disciplines.

3+ years of experience leading or materially contributing to a Citizen Development, BI Center of Excellence, Analytics Center of Excellence, Community of Practice, or enterprise enablement program.

Deep experience with Power BI, including semantic models, DAX, Power Query, workspaces, deployment pipelines, gateways, certification, usage metrics, security, and production governance.

Demonstrated experience creating and sustaining Communities of Practice, champion networks, office hours, training programs, or enterprise user communities.

Experience designing and delivering data-literacy, analytics-literacy, or technology-adoption programs for diverse business audiences.

Experience facilitating intake, triage, consultation, or enablement processes for business analytics, self-service reporting, automation, or technology requests.

Experience defining and tracking enterprise adoption KPIs, usage measures, training outcomes, quality metrics, and continuous-improvement actions.

Working knowledge of data governance principles, including ownership, stewardship, glossary, metadata, quality, classification, access, lineage, certification, issue management, and lifecycle expectations.

Demonstrated ability to partner with governance, analytics, platform, and business stakeholders to reinforce standards without creating unnecessary barriers to adoption.

Strong business-facing communication, facilitation, presentation, training, change-management, and stakeholder-engagement skills.

Demonstrated ability to balance enablement with appropriate standards, controls, customer service, and production support requirements.

Strong organizational, project-management, documentation, and problem-solving skills.

Ability to work independently and collaboratively across business and Technology teams in a fast-paced environment.

PREFERRED QUALIFICATIONS

Experience in midstream, oil and gas, chemicals, manufacturing, utilities, or another asset-intensive industrial environment.

Experience with Microsoft Fabric, OneLake, Power BI Service administration, Microsoft Purview, Power Apps, Power Automate, Power Platform Center of Excellence Starter Kit, or comparable tools.

Experience establishing governed self-service analytics using certified semantic models, reusable data products, templates, and controlled production-promotion processes.

Experience supporting enterprise data-governance, master-data, data-quality, metadata, or business-glossary programs.

Experience coordinating or supporting data owner, data steward, domain champion, or business subject-matter expert engagement models.
