GC&E Federal is seeking a Land Mobile Radio Technician - Dugway Proving Grounds, UT. The candidate for this position will work within our team to support our government Information Technology (IT) program with our Dugway Proving Ground client. As a Land Mobile Radio Technician you will ensure successful operations are completed and maintenance of the Information and Infrastructure systems for Dugway Proving Ground and all remote sites.
Primary Responsibilities and Essential Function
LMR support specialist and Spectrum SME within DPG as member of the Enterprise Services Division is responsible for the management of DPG LMR and frequency spectrum within the Dugway Proving Ground Area of Responsibility (AOR). Provides full technical and administrative support for LMR systems, to include the Base Support Trunked Radio System (BSTRS) Actively involved in all areas of interest of the SMO, especially interested in activities concerning the ATEC, RIAC, UTTR and the Dugway Spectrum community in balancing spectrum customer requirements between the Dugway spectrum testing and training communities. Installs, troubleshoots, programs, and maintains equipment and technologies related to wireless telecommunications by applying RF and mixed signal capabilities. Responsibilities include but not limited to preventative maintenance, RF front-end design, radio propagation modeling and prediction, microwave path analysis, interference analysis and filter design, frequency coordination, analog-to-digital converters, repeater site equipment layout, and circuit design. Provide electronic support services to include electronics maintenance for non-tactical vehicles, special purpose vehicles, communications including Land Mobile Radios (LMR) and other electronics, and provides sustainment maintenance on non-tactical end items, non-tactical communications, repeaters, repeater relay stations.
Additionally:
  • Reviews coordination requests from agencies to determine operational and technical compatibility with existing or planned DPG test and DPG systems.
  • Track all parts used for radio installations supporting mission partners. Report usage to COR, Leads and Chiefs once a month. Report shall show part numbers, quantity used, and which MACOM parts were used for.
  • Investigates radio frequency interference reports that are known or suspected to involve DPG activities.
  • As necessary, recommends technical or operational adjustments to mitigate or preclude the interference and, where required, directs offending entities to change or cease use of affected or offending frequencies, utilizing appropriate authoritative channels.
  • Provides expertise in the design, development, technical configuration and integration, requirement identification and development, and implementation in all Radio Frequency (RF) communications equipment which includes transmitters, receivers, controllers, repeaters, and wireless information technology devices.
  • Responsible for the management of DPG spectrum and spectrum dependent operations within the DPG Area of Responsibility (AOR).
  • Performs duties as Frequency Manager for the Dugway. Maintains current knowledge of all DoD directives and instructions related to Frequency Management.
  • Activities concerning scheduling, de-confliction, and the resolution of possible frequency conflicts between DPG and the Air Force's Utah Test and Training Range (UTTR), or non-government operations.
  • Immediately responds to emergency calls to return off-line LMR systems to an on-line status during regular duty hours.
  • Develops conceptual system designs to accommodate LMR system requirements and recommends changes necessary for the continued improvement of radio networks. Conducts market research as needed.
  • Maintain calibration on specialized tool programs. Monitor and maintain the narrow band radio system base stations and monitor radio frequencies daily to ensure regulatory compliance.
  • Always keep the radio bay and office areas clean and orderly to maintain efficiency and appearance.
  • Work with the NEC Radio Spectrum Manager to collect information about radio spectrum requirements for operations, spectrum usage for filing with the Army Spectrum Management Office (ASMO), Army Frequency Management Office (AFMO), Nevada Area Frequency Coordinator (NAFC) and/or The National Telecommunications and Information Administration (NTIA).
  • Attends collaboration meetings, briefs and design planning with NEC customers and leadership.
  • Install/uninstall, and configure mobile, base station/consoles, repeater, and air-to-ground radios in vehicles and various facilities throughout the installation as requested.
  • Maintain reports and records of radio systems equipment, locations, maintenance, and inspections weekly. Make material requisitions for shop stock and materials for upkeep of radio components. Maintain inventory of repair parts and usage for accountability purposes.
  • Perform tune ups, preventative maintenance on all handhelds and mobiles once per year. Provide documentation to COR showing what work was completed.
  • Work with Test Officers to collect operation spectrum requirements, assign local spectrum assignments from a pool of pre-approved assignments, generate Single Frequency Action Forms (SFAF) and submit SFAF requests using Spectrum XXI software for operations requesting spectrum not already approved for use on DPG, 95% of Remedy tickets are completed within four (4) working days from receipt of work request.
  • In the event the failed component is End of Service/End of Life (EOS/EOL) and replacement component is not available, notify the NEC POC or COR, provide details on the component (Make, Model, Serial Number, Specifications, etc.), and provide a recommendation for a replacement; should a replacement be available.
  • Maintain various databases with information about spectrum dependent operations taking place within the DPG AOR.
  • Using Spectrum XXI software, assists spectrum managers in engineering and nominating frequency(ies) for the submission of new frequency proposals as well as creating submissions for the modification or renewal of frequency assignments. De-conflict DPG spectrum assignments and operations scheduled in the Integrated Frequency de-confliction System (IFDS) and Spectrum 21 Database (SXXI) with other operations or new spectrum assignments being requested by outside agencies.
  • Perform installation, maintenance, repairs, tune-ups, programming, troubleshooting and diagnostics on vehicle radios, Repeaters/duplexers/antennas, portable/handheld, mobile, repeaters, base stations, cell boosters and air-to ground radios, switches, servers and all other associated Motorola 7.11 Trunked LMR systems as requested. Complete all work orders within four (4) working days upon receipt of work request.
  • Maintain government equipment accountability throughout replacement/re-issue process by ensuring that the equipment logs are properly filled out and submitted. Government equipment logs shall be completed each time property is initially checked in. Keep current listing of current locations for Government radios to include make, model, serial number, license plate number, building number, name and location. Provide Government equipment Accountability Logs as requested. This does not include GFP.
  • Develops and maintains network and systems diagrams showing interfaces with other base communications systems, control centers, emergency operations centers, base stations, repeaters, control equipment, coding devices and operational ties to other nets. Maintains an accurate, current database as an independent source document that contains identification for accountable LMR assets.
  • Responsible for all maintenance and annual PM on all UPS systems and components (regardless of size or manufacturer) used in the system. All UPS systems shall be in excellent working condition 95% of the time.

Experience:
  • Minimum three (3) years in-depth experience with Microsoft Operating Systems, (e.g., Win10, Microsoft Office Professional), MFDs and other common desktop applications such as Adobe Acrobat, Axway, etc.; ability to quickly learn unique GOTS applications.
  • A history of customer service; always project a positive image and professional manner; ability to work within the confines of a set time schedule.
  • Knowledge and experience communicating technical support concepts to technical and non-technical personnel; ability to develop technical documents and produce system design documentation.
  • Subject matter expert in Windows Operating Systems, Network, Active Directory, Windows application software.
  • Strong Network administration skills with the ability to know where to find solutions for complex technical issues.
  • Responsible for ensuring successful completion of advanced networking activities, including installing, configuring, managing, and testing virtual computing environments across complex networks.
  • Strong problem-solving skills in a fast-paced environment.
  • Ability to learn new and complex tools as required.
  • Excellent foresight and anticipation to bring authority to the team with influence from past experiences. They should also know how best to leverage lessons learned to succeed.
  • Supervisory experience is required.

Candidate Requirements:
  • SECRET Clearance
  • Have appropriate/required certifications and clearances as outlined in DoD Cyber Workforce series (i.e., DoD Directive 8140.01, DoD Instruction 8140.02, and DoD Manual 8140.03) at contract start date.
  • Safety certificate for Tower Climbing Certification - At the time of tower climbing they must know how to properly install, change, and modify LMR cables, repeaters/duplexers/antennas, and equipment. They must also possess the knowledge to use the sophisticated tools such as (ladder safety system, Y-Lanyards, Work positioner, various pulleys and anchors, carabiners used in fall protection, tower rescue kit, descent devices, full body harness, kernmantle rope, and helmet) and test equipment that may be required while on the tower.
  • Must be Motorola 7.11 or latest certification - Within 90 days of start date. Certification includes at a minimum the following training or equivalent:

    • IV&D SECURE KMF TRAINING
    • APX SUBSCRIBER ACADEMY
    • GTR 8000 SITE SUB SYSTEM
    • NETWORK RESOURCES (ROUTERS)
    • NETWORK SWITCHES SYSTEM ADMINISTRATOR

  • Spectrum XXI Training - Within six (6) months of employee start date.
