Job description

Amentum/Secure Network Solutions is seeking a Senior Program Manager responsible for leading multiple managed security programs within the negotiated level of effort to include overall costs of the programs. The PM will be required to provide accurate and timely reports, program management reviews, attend weekly meetings, maintain schedules and technical documentation; and ensure delivery of exceptional performance while maintaining positive customer relations.

Work Schedule: Monday - Friday, 8am-5pm (flexible once PM learns role and proves reliability)

Essential Responsibilities:

  • Manage multiple Program/Project Managers on various government and commercial contracts. Contracts include Spidertrapper, NATO, AWS, and JSOC, as well as upcoming contracts.
  • Primary responsibility for all aspects of contract execution.
  • Win/Finalize various contracts in various stages of the bid and negotiation stages.
  • Leverage opportunities for new business development and seek to expand within current customer base while also seeking expansion into other markets/customers.
  • Actively participate in proposal writing and submission.
  • Responsible for Profit/Loss, program budgets and costs, program funding and program financial reporting
  • Improve cost effectiveness of all managed security programs.
  • Develop procedures to increase performance by implementing sound quality management processes.
  • Monitor program progress against the contracts and organizational goals and objectives and ensure they are consistently and adequately met.
  • Provide senior leadership to all managers and program engineers, consisting of approximately 25 personnel with multiple direct reports.
  • Provide operational oversight.
  • Serve as the main Amentum point of contact for all managed security programs and vendors (Bastille, etc.)
  • Drive customer satisfaction with on-time delivery, exceptional performance, and 100% accountability.
  • Address contractual and technical programmatic issues.
  • Make sound decisions (based in part on the Dir/OPS guidance) on which projects and procurements are the most critical and most time sensitive.
  • Attend Amentum and customer meetings to discuss program and contractual issues.

Work Environment, Physical Demands, and Mental Demands:

  • Must be able to lift 50 lbs
  • Must be able to work from ladders up to 12 feet.
  • Must be able to multi-task and manage multiple programs simultaneously.

Minimum Requirements (Knowledge, Skills, and Abilities):

  • Bachelor's Degree in a Business Management Discipline or equivalent experience/combined education, with professional experience and specialized training commensurate with assignment.
  • At least 8-12 years in a related Government or business field in a role responsible for the supervision and management of personnel, strategic planning, program management, resource management, and budgeting.
  • Technical understanding of the systems used on the programs.
  • Strong familiarization of customer culture
  • The ability to maintain a TS/SCI clearance with poly level clearance.
  • Ability to work within a team structure.
  • Strong communication skills (both written & Oral)
  • Background and experience in Bastille WIDS administrative functions, metrics, and active M&R.
  • Experience with wireless monitoring equipment to identify unauthorized signals and make recommended mitigations and response.
  • Experience working with the IC and DoD elements and supporting contractor base.
  • Experience in coordinating, collaborating, and deconflicting issues with IC partners.
  • Experience in writing operating procedures and reporting templates to ensure best practices are being implemented across the sections in accordance with national and DoD requirements.
  • Comprehensive knowledge of National and DoD directives, orders, regulations, and instructions governing the conduct of WIDS activities.
  • Comprehensive knowledge of wireless protocols and Radio Frequency (RF) theory.
  • Experience with mobile wireless direction-finding equipment and signal detection, identification, and reporting.
  • Ability to travel worldwide.

Security Clearance Required: TS/SCI with Poly

Minimum Education: Bachelors Degree in relevant area, such as Computer Science, Systems Engineering, or other computer or information technology-related field.

Minimum Years of Experience: 8-12 years
