Duties

DUTY 1 - Performs multi-disciplinary professional engineering/computer science work involving the application of electronics, mechanical, aerospace, and/or other engineering/computer science disciplines to satisfy the needs of customers in the acquisition, development, and/or sustainment of weapon systems, sub-systems, or support systems.
DUTY 2 - Provides intelligence support to enable military operations, force modernization, and policy making. Serves as an interface with DoD customers, other US Intelligence Centers, and foreign allies to develop and define intelligence analysis applications and M&S requirements and to meet those requirements in an efficient and effective manner.
DUTY 3 - Serves as an engineering and computer science consultant and technical expert to senior officials, intelligence analysts, engineers, software developers, and/or other national and international Intelligence Community partners.
DUTY 4 - Represents NASIC at various DoD, national and international level working groups to advocate NASICs position on intelligence analysis applications and their development; the characterization of threat weapons; and to collaborate or support work involving modeling and simulation.

• Work may occasionally require travel away from the normal duty station.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
BASIC REQUIREMENTS:
AEROSPACE ENGINEERING SERIES (0861), MECHANICAL ENGINEERING SERIES (0830), ELECTRONICS ENGINEERING SERIES (0855), or COMPUTER ENGINEERING SERIES (0854).
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. COMPUTER SCIENCE SERIES (1550)
A. Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Professional knowledge of advanced multidisciplinary engineering and computer science concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, research, execution, and advisory services. Requires strong technical competence, judgment, leadership, and resourcefulness to conceive and guide the successful conduct and reporting of projects in the mission area. Particular skill is required in software development, computer programming languages, and computer science to create intelligence analysis applications to enable the engineering design, analysis, and the development of models and simulations and facilitate predictive intelligence analysis of threat system characteristics, performance, vulnerabilities, and behaviors. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of inter-disciplinary engineering (such as electronics, electrical, computer, aerospace, or mechanical disciplines, mathematics, computer science, or closely related fields) and computer science concepts, principles, standards, methods, techniques, practices, and procedures to effectively apply engineering and computer science theories, principles, and concepts to intelligence analysis application development to enable the engineering design, analysis, and modeling &simulation (M&S) of threat systems.
2. Professional knowledge of principles, concepts, and methodologies of all-source scientific and technical intelligence (S&TI) analysis, software development, modeling and simulation, and the Defense Intelligence Analysis Program (DIAP).
3. Expanded knowledge of the mission, role, function, organizational structure, and operation of the DoD, Air Force, and Intelligence Community; and their communication and information infrastructures and organizations.
4. Skill and ability to gather and analyze a variety of program information, make sound judgments concerning task progress and effectively communicate, including the presentation of technical problems and results in a logical and concise manner; skill and ability to apply practical thinking skills, attention to detail, balanced decision making, conceptual thinking, consistency, goal directedness, problem and situation analysis, reliability, and theoretical problem solving, emotional control, handling stress, initiative, job ethics, meeting standards, listening skills, personal accountability, commitment, and drive.
5. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to plan and organize work, and consult effectively with co-workers and peers.
6. Ability to collaborate and effectively work within a group setting, maintain effective working relationships with a variety of technical representatives, peers, and government contractors; and skill in presenting technical findings and evaluations clearly, logically and concisely in a variety of verbal, written and graphical formats
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
