LMI is seeking a detail-oriented Program Evaluation Specialist to support program evaluation, implementation science, advanced analytics, and evidence generation across health and civilian programs. In this role, you will lead and support the design, implementation, and continuous improvement of program evaluations by integrating quantitative and qualitative methodologies with advanced statistical analysis. You will work at the intersection of program evaluation, implementation science, applied statistics, and data science, transforming complex, multidimensional data into actionable, decision-ready insights that inform policy, operational improvements, and strategic decision-making.

Responsibilities
  • Apply advanced statistical methods-including structural equation modeling, hierarchical linear modeling, multivariate analysis, and normalization frameworks-to develop consistent, cross-portfolio scoring methodologies.
  • Lead the design and execution of program evaluations using implementation science, mixed-methods research, utilization-focused evaluation, and evidence-based evaluation frameworks.
  • Apply category-specific normalization strategies to enable meaningful cross-program comparison across research, evaluation, and surveillance portfolios.
  • Develop logic models, outcome measurement frameworks, and key performance indicators (KPIs) aligned with organizational strategic priorities, program objectives, and reporting requirements.
  • Design and implement mixed-method evaluation approaches by integrating quantitative analyses with qualitative data collection and synthesis, including interviews, focus groups, document reviews, and stakeholder feedback.
  • Support the development, analysis, and quality assurance of recurring and ad hoc reports, including Congressionally mandated reports, by synthesizing complex quantitative and qualitative data into defensible, decision-ready products.
  • Perform advanced quantitative and statistical analyses using programming languages such as R and/or Python to support data modeling, program evaluation, forecasting, and evidence-based decision-making.
  • Develop analytical workflows, reusable scripts, and data processing methodologies that improve efficiency, reproducibility, and data integrity.
  • Prepare technical documentation describing statistical methodologies, scoring logic, analytical models, and underlying assumptions for peer review, client approval, and knowledge transfer.
  • Interpret and analyze quantitative and qualitative data to support program evaluation, performance measurement, and strategic decision-making.
  • Assess program effectiveness, implementation fidelity, outcomes, and operational performance using established evaluation frameworks and continuous quality improvement methodologies.
  • Develop data visualizations, dashboards, statistical summaries, and analytical products that effectively communicate findings to technical and executive audiences.
  • Perform data quality assessments, identify data anomalies, and recommend improvements to data governance, quality, and management practices.
  • Collaborate with technical and functional teams to develop SQL queries and other data extraction methods supporting analytical initiatives.
  • Recommend and implement improvements to analytical processes, standards, methodologies, and documentation.
  • Collaborate with project leadership and clients to understand requirements, define analytical approaches, and deliver high-quality work products.
  • Provide cross-functional support by performing Program Evaluation Specialist responsibilities, as needed, including evaluation planning, methodology development, performance measurement, stakeholder engagement, and interpretation of evaluation findings.
  • Perform other duties as assigned
Qualifications
  • Master's degree in in Business, Computer Science, Health Informatics or related field
  • 5-8+ years of experience in applied quantitative research, program evaluation, or data science in a public health, biomedical, or federal context
  • Experience designing evaluation methodologies, logic models, theories of change, performance measures, and mixed-method research studies.
  • Demonstrated experience synthesizing qualitative and quantitative findings into actionable recommendations for executive leadership and federal stakeholders.
  • Demonstrated expertise in data processing, data visualization, quality control, technical reports, and analytical workflows
  • Strong written communication skills, with demonstrated ability to translate complex methodological approaches for both technical and non-technical audiences
  • Proficiency with SQL for querying, transforming, and integrating data from multiple relational data sources.
  • Proficiency in Python, R, or Stata for statistical analysis and data pipeline support
  • Ability to obtain and maintain a Public Trust

Desired Qualifications

  • Direct experience with VA or other federal suicide prevention research, evaluation, or surveillance program
  • Experience supporting evaluations required under federal legislation, strategic plans, or Congressionally mandated reporting requirements.
  • Experience designing surveys, interview protocols, focus groups, and stakeholder engagement activities
  • Experience collaborating with Power BI developers or similar BI teams to operationalize quantitative frameworks into production systems
  • Active or previously held Public Trust clearance

Target Salary Range: $100,000-$115,000
