Job description

CTL Engineering (www.ctleng.com) is an award winning, full service consulting engineering firm with (15) locations across OH, IN, WV, KY, NC, SC, and VA with a rich history over our (98) years in business. We provide civil/site design and land surveying, environmental, geotechnical, construction administration & inspection, accident reconstruction, roofing/building envelope, A/V system design, troubleshooting & installation, transportation design (bridge/roadway), and specialized testing services to the construction industry.

We are looking for a Civil Engineer | Project Manager who will play both key technical and managerial roles in the design, planning, and implementation of site civil development and mine reclamation projects for our clients.

You’ll leverage your expertise in site design/construction and mine reclamation utilizing creative problem-solving skills while collaborating closely with institutions/municipal agencies. From initial concept development to final plan submittal, this role will be involved with projects through every stage of the design process, ensuring seamless integration and optimal performance.

  • You will act as the Lead and/or manage project aspects including study development and site/field visits.
  • You will be overseeing your own projects and assisting co-workers with projects and tasks in our cross-functional team dynamic and company culture.
  • This role will be based out of our Morgantown or Charleston office with frequent travel across the state of West Virginia for projects.
    • Overnight stays are rare and a company truck will be provided.

Responsibilities:

  • Act as Project Manager in all aspects of Civil/Site Development Design projects:
    • Work with the Teams and end clients to develop data, complete technical analysis, and prepare permitting and construction drawings, specifications, and quality control plans.
    • Develop Concept, Layout, Preliminary and Final Engineering Plans.
    • Develop and/or or oversee the development of erosion/sediment control plans and utility/utility relocation plans.
    • Manage permit applications.
    • Complete/manage/serve as the technical expert in site layout, utility and grading plans, storm water analyses and reports, and site development permits.
  • Provide technical advice to mine reclamation projects to ensure requirements are understood to meet clients' and legislative requirements:
    • Oversees mine reclamation plan development, modification, and agency approval.
    • Completes internal monthly reclamation reporting as required.
    • Leads reclamation tenders and provide technical support to tender estimate inputs.
    • Provides engineering technical and management leadership for mine permitting, reclamation, and remediation.
    • Directs and coordinates conceptual studies, detailed design, field investigation, field installation and construction support in the mining industry.
  • Perform and/or oversee civil engineering analyses and numerical analysis using various computer software programs.
  • Determine hydrology, develop hydraulic/drainage and stormwater calculations, SWPPPs and obtain NDPES permits.
  • Participate in hands-on field observation & inspection of construction activities, particularly in regard to problem-solution scenarios.
  • Communicate with clients on deliverables.
  • Develop and/or oversee project proposals and Engineer’s construction cost estimates.
  • Develop/manage schedules, budgets, and quality of work.
  • Other duties as assigned

Knowledge, Skills and Abilities:

  • Extensive knowledge of Civil Engineering principles and Project Management.
  • Proficient in using Auto CAD Civil 3D in various Civil/Site Design projects.
  • Must have excellent customer service skills, a very high level of professionalism, and extremely comfortable with client interaction.
  • Must have ability to manage multiple projects and remain quality-focused.
  • Possess very strong communication skills, both verbally and in writing.
  • Ability to be a team player.
  • Ability to be reliable and on time.
  • Be quality-minded and client-focused.

Minimum Qualifications:

  • Bachelor’s Degree in Civil Engineering or similar discipline.
  • 5+ years of Civil/Site Design experience
    • PE credentialing is a plus
  • Ability to serve as primary point of contact with the client and develop client relationships.
  • Must be resourceful, highly organized, professional with attention to detail and people.
  • Highly effective communication, both written and oral.
  • Skills in Client/ stakeholder/ business relationship management.
  • Adept in environmental and reclamation legislative knowledge.
  • Good understanding of mine site environmental issues.
  • Project management and/or Contracts Management experience are a strong plus.
  • Must have a valid driver license and an acceptable driving record.
