Job description

Personnel Assistant (PA II)

JP Logistics & Consulting LLC (JPLC) is looking for a full-time Personnel Assistant (PA II) to support the US Army Reserve Command (USARC) G-1, necessary for processing identification issuance requests and issuing identification badges for building and system access to eligible recipients in support of the USARC Identification Card Office (ICO).

Salary: $22.77 per hour

Start Date: September 6, 2026

Place of Performance: Darien, IL

Hours of Operation: Monday through Friday, except observed Federal holidays. Hours are determined by work location.

Duties and Responsibilities:

  • Perform ID and CAC issuance support services by processing identification issuance requests and supporting the Government's issuance of identification badges for building and system access systems, following the guidance of AFI 36-3026(I), and DoD policy directives.
  • Serves as a professional customer service specialist and achieves customer satisfaction by delivering military HR services in a professional, courteous, and timely manner.
  • Possesses skill-level 3 technical proficiency across the full spectrum of military HR functional areas. Performs as subject matter expert within an MPE work center such as Customer Service, Automated Records Management Systems (ARMS), Awards and Decorations, Passport Administration, Personnel Systems Management, In & Out Processing, Identification Card processing and management, and Personnel Applications. 30% of time allocated to provide support for PCST in the performance of duties related to PSM/CSA workload where the employee meets minimum qualifications to perform these functions.
  • Performs as HR specialist within a Civilian Personnel Element (CPE) that provides quality personnel support to commanders and appropriate employees.
  • Demonstrates in-depth subject matter expertise and extensive knowledge of related DoD and governing directives, HR personnel policies, and base-level operating procedures.
  • Research records, policies, directives, regulations, or other military historical documents to verify the accuracy of records or determine benefits eligibility.
  • Relies on experience and judgment to plan and accomplish goals. Exercises creativity and latitude in executing the delivery of HR services and decision-making on behalf of the Site Lead, including during times of the Site Lead's absence.
  • Collects workload and develops and implements performance metrics used to measure work center performance against quality control standards.
  • Monitors customer satisfaction levels obtained via customer comments. Reports all deficiencies to the PA-II Site Lead and initiates corrective actions in a timely manner.
  • Provides input to the Site Lead regarding the performance of subordinates to support the annual performance review process. Conducts informal verbal counseling as required.
  • Expert in HR core competencies, including handling complex customer inquiries via telephone and e-mail, and coordinating with supported unit administrative personnel, unit commanders, and other installation service providers.
  • Coordinates directly with AFPC and MAJCOM proponents regarding individual member actions and complex cases requiring AFPC approval. Conducts detailed briefings and counsels members and family members on complicated HR procedures.
  • Processes DoD passports and visas, performs naturalization and citizenship actions, processes requests for transitional compensation for abused dependents, and processes name changes resulting from a change in marital status. Accesses multiple automated systems such as MILPDS to update emergency documents (DD Form 93 and SGLI) and other member data elements. Performs Transaction Register (TR) analysis as well as Management Assessment Products (MAPs) and takes corrective actions on issues within their purview.
  • Scans and transmits documents /serves as Site Security Manager (SSM), Verifying Official (VO), or Super Verifying Official (SVO) for issuance of Common Access Cards (CAC) from the RAPIDS system, processes personnel applications, and manages publications, forms, and files. Proficiency required across a broad spectrum of HR major functions and mission-essential tasks, including a firm grasp of multiple, standard HR automated systems such as ARMS, MILPDS, MDCPDS, and DEERS/RAPIDS.
  • Upholds the highest standards of integrity, honesty, openness, and professionalism.

Minimum Experience / Education:

  • High School Diploma or equivalent.
  • Requires technical training and familiarity with networking concepts.

  • Must possess a valid driver's license.
  • Must be able to pass a drug screen and background check.
