JOB TITLE: Program & Project Management Lead - Emerging Priorities
POSITION NUMBER: 260821-0085-PPML-EP

TRAVEL: As required to fulfill the responsibilities of the position
ASRT is seeking a Program & Project Management Lead - Emerging Priorities to establish repeatable project-management processes that enable The Center for Disease Control and Prevention C(DC) to rapidly organize, prioritize, implement, and monitor emerging public-health initiatives. The role will translate emerging requirements into executable workplans, schedules, governance structures, dashboards, risk controls, communication processes, and change-management activities.
MAJOR DUTIES AND RESPONSIBILITIES
  • Lead project-management support for emerging CDC priorities.
  • Develop repeatable approaches for identifying, evaluating, and prioritizing projects.
  • Translate emerging requirements into project charters, workplans, milestones, activities, and ownership.
  • Establish project schedules, milestones, dependencies, and governance.
  • Develop dashboards for status, milestones, risks, issues, and executive decision-making.
  • Maintain risk, issue, action, assumption, and decision logs.
  • Develop project-management standards, templates, SOPs, checklists, and job aids.
  • Develop and execute transition and change-management plans.
  • Coordinate high-priority workgroups and stakeholder activities.
  • Manage production calendars for significant events and communication products.
  • Track leadership deadlines and communication-clearance activities.
  • Identify project-management training and competency needs.
  • Develop training materials and support adoption of standardized project-management practices.
  • Provide management reporting, variance analysis, and corrective-action recommendations.

Requirements
MINIMUM QUALIFICATIONS
Education and Experience:
  • Bachelor's degree in Business Management, Public Health, or related discipline .

Preferred Education/Certification
  • Master's degree in Business Management or Public Health .
  • Project Management Professional (PMP) certification strongly preferred.
  • Agile/Scrum certification desirable.
  • Change-management certification desirable.

Minimum Experience
  • 6 years of progressively responsible project-management experience.
  • Experience managing complex Federal, public-health, healthcare, or professional-services projects.
  • Demonstrated schedule, risk, quality, and stakeholder-management capability.
  • Experience managing concurrent projects

Preferred Experience
  • CDC/Health and Human Services (HHS) experience.
  • Public-health emergency response or emerging-priority work.
  • Dashboard development.
  • Change management.
  • Federal communication/clearance processes.
  • PMO development or implementation.
  • Experience supporting executive leadership and cross-functional workgroups.

  • Project initiation, planning, execution, monitoring/control, and closeout.

  • Power BI for project dashboards and performance reporting.
  • Smartsheet or comparable project/work management platform.
  • Jira, Azure DevOps, ServiceNow, or comparable workflow/issue-management tools desirable.
  • Familiarity with Agile, hybrid, and predictive project-management approaches.

Language Skills:
  • The candidate must possess excellent oral and written communication skills in English.
