Job description

The Proposal Manager is a high-impact contributor who supports the full lifecycle of federal proposal development across Command Holdings' federal sector companies. This role operates at the mid level and works independently and collaboratively assisting and supporting proposals submitted by CH's federal sector companies helping to ensure they are accurate, compliant, and persuasive.
The Proposal Manager supports the proposal process from solicitation release through final submission, supporting the writing, editing, organizing, and coordinating content to align with evaluation criteria and customer requirements.
Expected salary range: $80,000 - $95,000
Key Responsibilities:
1. Proposal Development & Submission Support
  • Supports the end-to-end RFP, RFQ, and RFI response process across Command Holdings subsidiaries, from solicitation release through final, compliant submission.
  • Supports the Senior Proposals Manager by developing and managing proposal schedules, compliance matrices, and outline and responsibility assignments tailored to each pursuit and subsidiary's capabilities, working closely with the Senior Proposals Manager and other stakeholders to ensure timelines and quality standards are met.
  • Contributes to assigned proposal volumes, including, but not limited to, executive summaries, technical approaches, management plans, staffing plans, and past performance narratives, with a detail-oriented approach that produces clear, persuasive, and fully compliant content.
  • Coordinates with subject matter experts, program managers, and key personnel across CH's federal sector companies to gather, verify, and incorporate accurate content, bringing a collaborative disposition to every engagement.
  • Participates in proposal readiness reviews and supports final compliance checks and quality reviews prior to submission to ensure all requirements are met and proposals are professionally packaged.
  • Leads coordination of data calls and technical packages when Command Holdings is a subcontractor to a prime.
  • Provide graphics support when necessary.
  • Supports the utilization of U.S. Government electronic proposal submission sites such as eBuy, Symphony, PIEE, and similar platforms.

2. Content Support & Standards Adherence
  • Supports management of reusable proposal content, including templates, standard language, past performance write-ups, capability statements, key personnel resumes, and boilerplate sections, by performing reviews to ensure the most relevant and recent information is included.
  • Responsible for ensuring all proposals are filed in the SharePoint hub as directed and in a logical sequence.
  • Collaborates with teams to ensure consistent proposal formatting, branding, and style standards across all subsidiaries to ensure a cohesive Command Holdings identity.
  • Tracks workload in the organization's Customer Relationship Management (CRM) platform(s) and works with Capture Managers and Business Development to ensure all opportunity information is accurate and validated, communicating any identified trends to the supervisor.

3. Quality & Continuous Improvement
  • Conducts thorough quality checks, including compliance reviews and final production reviews, prior to every submission.
  • Manages competing deadlines across simultaneous proposal efforts, maintaining quality output without sacrificing accuracy or attention to detail.
  • Identifies lessons learned from wins and losses and contributes insights to the proposals team to strengthen future performance.
  • Maintains awareness of federal acquisition regulations (FAR/DFARS), agency-specific procurement trends, and evolving evaluation criteria relevant to Command Holdings' core service areas.
  • Coordinate with Program Managers (PMs) to update existing past performance information and obtain new past performance information as available ensuring the most relevant information is available.
  • Coordinate with the Sr Proposal Manager on updates to resource libraries and repositories.

4. Teaming & Stakeholder Coordination
  • Coordinates with key stakeholders to gather capability statements, past performance references, key personnel information, and pricing data required for proposal submissions.
  • Supports pre-solicitation activities - such as RFI and Sources Sought responses, industry day participation, and capability briefings - as time allows, to help position the firm ahead of competitive procurements.
  • Engages in post-submission debriefs to gather evaluator feedback and applies insights to improve future submissions.
  • Collaborates actively with stakeholders across all subsidiaries, contributing to a coordinated, enterprise-wide approach to proposal activity.

Work Environment:
  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).

Qualifications:
Basic Qualifications
  • Bachelor's degree in English, Communications, Business Administration, or a related field //OR// 6 years of experience aligned with the duties of this position description in lieu of degree.
  • Minimum 3 years of federal government contracting proposal development or review experience, aligned with the duties of this position description.
  • Demonstrated ability to contribute to increasingly complex proposal content that is accurate, compelling, and evaluator-focused, spanning technical, management, staffing, and past performance volumes.
  • Experience supporting multiple concurrent proposals, meeting strict deadlines in a dynamic environment.
  • Experience contributing to templates, standard language, past performance narratives, and capability statements.
  • Experience supporting responses to RFPs, RFQs, and RFIs across federal civilian and/or defense markets.
  • Proficiency with Adobe, Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint) and proposal or pipeline management tools.
  • Familiarity with Shipley and/or APMP (Association of Proposal Management Professionals) best practices.
  • Strong attention to detail and the ability to manage multiple deadlines under tight timelines.
  • Excellent written and verbal communication skills with the ability to deliver constructive feedback effectively.
  • Professional proficiency in English is required.
  • Ability to pass a federal background investigation including fingerprinting.

Preferred Qualifications
  • Demonstrated experience as a proposal writer, proposal specialist, or proposal coordinator/manager in a federal contracting environment.
  • Experience supporting proposals for tribally-owned, 8(a), HUBZone, SDVOSB, or other socioeconomically disadvantaged small businesses; working knowledge of SBA 8(a) program requirements and compliance obligations.
  • APMP Foundation certification or progress toward certification.
  • Experience supporting proposals across multiple federal agencies and service lines including management consulting, IT services, financial management, HR, or professional services.
  • Working knowledge of contract vehicles including IDIQs, GWACs, BPAs, and set-aside task order competitions.
  • Experience using proposal AI tools, SAM.gov, or similar BD intelligence and tracking tools.
  • Familiarity with the Indian Incentive Program (IIP) and its application as a contracting incentive for tribal enterprises.
  • Working knowledge of federal procurement regulations including the FAR and agency-specific supplements.
