Job description

The Past Performance Volume Manager supports federal government proposal efforts by developing, organizing, and formatting past performance content for compliant, high-quality proposal submissions. This role produces clear, well-structured past performance narratives and supporting graphics that align with solicitation requirements and customer expectations. Working closely with the Knowledge Management team and operational subject matter experts (SMEs), the Past Performance Volume Manager gathers and synthesizes contract data into concise, compliant proposal content.

The position requires strong writing and editing skills; advanced proficiency in Microsoft Word; working knowledge of Excel for basic data analysis and visualizations; and the ability to create simple, effective proposal graphics based on SME input. Develop compliant past performance volume outlines, templates, and content aligned with solicitation requirements and evaluation criteria Lead the writing and development of past performance volumes and assigned sections for federal government proposals Translate information into clear, compliant proposal language using requirements mappings and compliance matrices Analyze existing contracts, historical proposals, and performance metrics to produce accurate, results-focused past performance narratives Partner with the Knowledge Management team to identify, select, and maintain relevant past performance examples in a centralized database, including approved boilerplate language and performance metrics to support efficient, compliant proposal development. Support Proposal Managers in the development of proposal deliverables, including organization charts, metrics tables and graphs, and proposal graphics as needed.

Develop proposal graphics and visual content using Microsoft Word, PowerPoint, Visio, and specialized tools (e.g., Build-a-Graphic, Meridian) Track and manage inputs, drafts, and revisions throughout the Past Performance Volume development lifecycle for configuration control. Coordinate closely with Capture Managers, Proposal Managers, Knowledge Management, and technical teams to ensure alignment and timely submission Facilitate Proposal Planning Meetings Subject Matter Expert (SME) Engagement Interview SMEs to gather project details, results, and lessons learned Ask clear questions to extract proposal-ready information Confirm accuracy of written content and graphics with SMEs Graphics Development Develop clear proposal graphics using information provided by SMEs Convert written or verbal input into charts, tables, timelines, and process graphics Ensure graphics support and reinforce proposal messaging Format graphics to meet solicitation and branding requirements Desktop Publishing and Formatting Use Microsoft Word to format proposal documents to RFP requirements Apply styles, headings, tables, page layouts, and embedded graphics correctly Ensure consistent fonts, spacing, numbering, and branding Prepare documents for review and final submission Compliance and Quality Control Follow government solicitation instructions (Section L and M) Ensure responses and graphics address evaluation criteria and page limits Support compliance reviews and red-team edits Correct formatting, grammar, clarity, and layout issuesMinimum of 5 years of experience supporting government and or commercial proposal efforts Experience / clear professional technical/business writing and editing for compliance with evaluation criteria Outstanding organizational, time-management, and independent/cross-functional teamwork skills; strong verbal and written communication.
