The City of Keizer is looking for a Utility Field Specialist to join our Water Division and help connect customers to essential water services, from setting up new service to responding to water system needs in the field.

This position combines fieldwork, customer service, water system knowledge, technology, safety, and problem-solving. You'll work directly with customers, investigate water-use concerns, perform utility locates, maintain and install meters, support the City's cross-connection program, and help protect the safety and reliability of our water system.

About the Role

As a Utility Field Specialist, you'll serve as an important field connection between the City's Water Division, Utility Billing staff, and our water customers. You'll spend much of your time in the field investigating water-use concerns, responding to customer needs, maintaining water meters and infrastructure, and supporting essential water programs.

You'll perform water service turn-ons and turn-offs, meter reads, leak investigations, utility locates, and cross-connection inspections. You'll also coordinate the Division's meter and safety programs, use mobile GIS and asset management technology to document water system assets, and help educate customers and the community about water safety and conservation.

This is a hands-on position with a broad range of responsibilities. You'll work independently, make decisions in the field, interact directly with the public, and collaborate with Water Division and Public Works staff.

The position also participates in a rotational emergency on-call program and provides backup support for other Water Division functions.

Key Responsibilities

• Perform water service turn-ons and turn-offs, meter reads, and field inspections in coordination with Utility Billing.
• Investigate high water bills, leaks, water loss, water pressure concerns, and other customer service issues.
• Perform utility locates for water and storm lines in accordance with applicable regulations.
• Install, maintain, repair, and replace water meters, meter boxes, lids, and related equipment.
• Identify potential cross-connection hazards and investigate irrigation systems, private wells, and auxiliary water supplies.
• Coordinate the Division's Meter Program, including special meter reads, meter removals, access issues, and repair or replacement needs.
• Coordinate the Department's Safety Program, including safety briefings, inspections, gas detection equipment, calibration records, and confined-space documentation.
• Use mobile GIS and asset management technology to document field conditions and maintain accurate water system asset information.
• Support public education and outreach regarding water quality, backflow prevention, water testing, cross-connections, and water system safety.
• Respond to water and other emergencies, including providing support and traffic control as needed.

• Strong problem-solving skills and the ability to investigate issues, identify appropriate solutions, and make sound decisions in the field.
• Water utility knowledge, including an understanding of water system operations, maintenance, inspection, and related procedures.
• A commitment to safety, including the ability to work safely in confined or hazardous conditions and in a variety of weather and work environments.
• Independence and initiative-the ability to plan and prioritize daily work while knowing when to seek assistance or coordinate with others.
• Comfort with technology, including computers, mobile GIS, asset management systems, and other tools used to document and manage fieldwork.
• Strong attention to detail when maintaining records, documenting field conditions, entering data, and communicating information.
• The ability to work as part of a cross-functional team and establish effective working relationships throughout the organization and with the public.
• Physical capability and willingness to perform hands-on fieldwork, including lifting, bending, kneeling, climbing, and working outdoors in varying weather conditions.

Minimum Qualifications

• High school diploma or general education equivalency (GED); and
• Three (3) years of full-time experience in water, sewer, stormwater or related customer service experience; or
• Any equivalent combination of education and experience which provides the knowledge, skills, and abilities to perform the essential functions and responsibilities; and
• Valid Oregon driver license; and
• Oregon Health Authority (OHA) Water Distribution I Certification; and
• FEMA NIMS IS 100, 200, and 700 Certifications; and
• Residence must be within a 35-minute drive time to City shops.

Pay & Benefits

• Monthly Salary: $5,080.40 to $6,628.27. This position is eligible for merit increases each fiscal year.
