Position title: Sr. Data Analyst

Location: Washington, DC (Locals Or Nearby)

Duration: 6 Months+

ESSENTIAL DUTIES AND RESPONSIBILITIES

Has a strong understanding of the Municipal Bond Market

Executes the strategy and direction of the Data Quality and Meta Data Management for the MSRB

Ensures all process documentation for the Data Quality and Meta Data Management are complete and up to date

Leads other Data Analysts in the execution of complex data analysis in support of ad-hoc and standing requests from internal and external requestors with little to no supervision:

o Works with requestor to develop and understand request in addition to tracking time and progress in the request tracking system

o Develops appropriate methodology for collecting, analyzing, and presenting results

o Where required, applies standard statistical methodologies to determine sample sizes, errors rates, standard deviations, and other required data

o Thoughtfully and thoroughly evaluates the findings and escalates them

o Documents approach used to retrieve and manipulate data in order to allow review and replication of work

o Creates accurate and professionally presentable reports as needed for consumers of analysis

o Conducts presentations on analysis results including analyst's conclusions on the accuracy, usefulness, and completeness of the data

o Performs peer reviews of other analyst's analysis for accuracy and completeness

Supports a formal data quality program for the MSRB programs to include reporting and analysis:

o Creates, edits, and manages documents that describe the elements and flows of the data the MSRB collects, transforms, and disseminates, as well as the quality standards and specifications the Data & Infrastructure Management department seeks to achieve with the data

o Performs assessments of data quality pursuant to standard methodologies and reports results using standard formats

o Oversees and performs risk assessments of various aspects of data quality consistent with risk management practices of the department

o Leads and participates in projects utilizing continuous improvement principles to identify, select, and implement changes to data processes that will improve the quality of data

o Creates, tests, validates, and documents corrections of data

Acts as a liaison with key data suppliers and consumers:

o Participates in regular meetings and communications with data suppliers and articulates the needs of programs with respect to the quality and nature of the data supplied; seeks to build lasting relationships that will form the basis of continued improvement over time

o Meets with key knowledge workers who consume Market Information data; documents and reports on their needs and uses of the data and applies that knowledge to guide the standards of quality the Department should seek

Provides input to management on decisions concerning Market Information projects by providing situation assessments, developing alternative solutions, evaluating risks, costs and benefits, and making recommendations

Works as part of the Agile development process to ensure the business requirements are understood and data quality standards are introduced on the front end of the process and tested prior to going into production

Pursues ongoing skill and knowledge development to extend the range and depth of knowledge and skills, within the scope of assigned duties and continues to develop Data Analyst's
