About the Agency: The Mississippi Department of Education (MDE) seeks to create a world-class educational system that gives students the knowledge and skills to be successful in college and in the workforce, and to flourish as parents and citizens. About the Position: * This is a non-state service, time-limited position. * The incumbent will be a part of the early childhood education efforts throughout the state as a staff member of MDE in the Office of Early Childhood Education (OEC). The candidate will be accountable for formulating fiscal policies and operating procedures to concur with laws, rules and regulations as well as Government Accounting Standards Board (GASB). Employees at this level prepare and administer program budgets for the OEC. Accountable for receiving and resolving questions and problems presented by the office, agency, and executive staff. The Fiscal Supervisor position handles the review of office budgets and overseeing budget professionals working within OEC. This position supervises employees who are responsible for budget development, purchasing, procurement, time sheets and travel within their assigned area. This position includes project review to ensure accuracy, management of due dates and timelines from other MDE offices, manage all budgets and reconcile them, ensure general funds are depleted by the end of the fiscal year, attend all accounting and procurement meetings, oversee all RFP/A reviews and processes, and ensure staff follows protocol set by the department. Employee supervision includes hire recommendations; training; work planning,assignments, and review; and performance assessment, and support. Supervision at this level also requires the knowledge and skills to perform and review the work overseen.
What you'll need to be Successful: • Candidates should have a comprehensive understanding of the full accounting cycle and regulatory frameworks. • Have advanced problem-solving skills, policy formulation experience, and the ability to manage and prioritize complex tasks with statewide impact. • Strong leadership, organizational skills, and the ability to collaborate across the office, agency and with executive leadership are critical. • Fluent in Excel/Word/PowerPoint (email, spreadsheets and databases). • Ability to communicate effectively and accurately in verbal and written forms. • Ability to take direction from leadership in a professional manner.
Preferred Qualifications: Typically requires a Master's Degree, 5+ years of experience. Agency preferred qualifications:• Have experience in accounting, payroll and reconciling; experience with MAGIC, the Online Budget Request System (OBRS) and proficiency in Excel is highly recommended.• Have extensive experience in professional-level staff supervision.• Asset accounting expertise and experience with grants or financial reporting are highlydesirable.• Have experience running reports in MAGIC as well as preparing and creating budgetprojections.• Bachelor's degree in accounting or business-related fields.• Six to seven (6-7) years of experience.
