$10,944.52 [step 1] – $13,463.54 [step 6]. Starting salaryplacement within the established salary schedule is negotiabledependent upon education and experience. In addition,administrators that possess earned doctorates from accreditedinstitutions are awarded an annual stipend of $1,842.81.

Primary Function

Responsible for providing leadership, planning, and evaluationofthe Student Health Services department, including administering theprogram as a non-profit center; developing and administeringbudgets; developing and implementing policies and procedures; andproviding advanced nursing care and follow-up when necessary.Maintains liaisons with health-related partners and health carefacilities.

Minimum Qualifications

1. A Master's degree in nursing AND a California PublicHealth Nurse Certificate.
2. A Bachelor's degree in nursing, a California Public HealthNurse certificate, AND a Master's degree in healtheducation, sociology, psychology, counseling, health careadministration, public health, or community health.

Only coursework completed at, and degrees awarded by, accreditedinstitutions recognized by the U.S. Department of Education will beconsidered as satisfying the minimum qualifications. Coursework anddegrees that are completed outside of the United States arerequired to have transcripts evaluated (evaluation to U.S.equivalency and a course by course analysis) by an appropriate U.S.credentials evaluation service. Duties and Responsibilities

1. Performs full supervisory activities in accordance withrelevant District policies, procedures, and applicable employeecontracts/handbooks, which includes selecting and training newemployees; planning, assigning, scheduling, and evaluatingcompleted work; approving overtime/compensatory time; preparing andsigning employee performance evaluations; recommendingreclassifications; responding to grievances and taking appropriatedisciplinary action; and performing related supervisory activities;provides supervision to Nurse Practitioners and Registered Nursesperforming advanced level nursing practice protocols, includingcrisis intervention, mental health assessment, and guidance andadvanced practice in specialty areas.
2. Plans, coordinates, supervises, and evaluates all aspects ofthe Student Health Services department, including, but not limitedto assessing and treating medical illnesses and injuries; referringpatients to and following up with physicians, community health careproviders, and/or human services agencies; coordinating generalhealth screenings, health education presentations, and communicabledisease prevention; collaborates with District personnel anddepartments in the District-wide coordination of emergency responseand crisis intervention.
3. Collaborates with internal departments and external agencies toevaluate and interpret Federal, State, and local regulations,policies, and procedures, evaluating needs, options and fundingrequirements.
4. Plans, organizes, directs and controls the activities, servicesand operations of the overall Student Health Services program;allocates personnel and resources to optimize departmentalefficiency and effectiveness.
5. In collaboration with the Director, Behavioral Health andWellness, directs the Student Health Services function bydeveloping the annual implementation plan for each Districteducation center and student health clinic and for administeringStudent Health Services program components including medicalclinics, nursing clinics, pharmacy drug distribution, emergencycare and crisis intervention and community health programs.
6. Administers the Student Health Services program as anautonomous non-profit center; negotiates contracts with vendors,physicians and with the California Department of
7. Public Health; provides for cost-effective operations in eachfacility; establishes profit margins and assures Student HealthServices operations and activities are within health fee revenuescollected and identified in Title 5 of the California Code ofRegulations.
8. Develops marketing plans, communications campaigns, andactivities to promote Student Health Services programs and enhancehealth awareness; prepares and delivers presentations; develops anddistributes informational materials; develops and promotes healthinstruction and awareness throughout the District for students on avariety of health-related topics.
9. In collaboration with the Director, Behavioral Health andWellness, administers, prepares, submits and monitors the annualbudgets for student health fees, student clinic fee for services,employee fee for service, community fee for service and grants;researches and approves expenditures for services, supplies andequipment according to established policies; ensures use of fundscomplies with the California Education Code and Title 5 of theCalifornia Code of Regulations.
10. Develops and revises policies and procedures relating to theoverall health and safety program of the District; developsinnovative campus and community health programs in coordinationwith the District's Strategic Plan, Student Services plan, andstate and federal laws.
11. Assures health programs address the needs of the District'sdiverse and multicultural student populations; providesconsultation and support to District departments and programs thatserve students with special needs, including, but not limited, tothe Disability Resource Center, Extended Opportunity Programs andServices, International Students, Veterans Services, the PrideCenter, and English as a Second Language.
12. Provides advanced practice nursing care and follow-up; directsand ensures the proper administration of clinical laboratory tests;directs Student Health Services activities and staff to arrangepatient referrals to appropriate community resources.
13. In collaboration with Student Health Services staff, behavioralhealth counseling services staff, the District, and communityservice agencies, develops, implements, and evaluates educationaland outreach activities on the prevention, recognition, andtreatment of a variety of health-related issues.
14. Provides communication on behalf of the District for theDepartment of Public Health and the Centers for Disease Controlincluding prevention, regulations and recommendations for theprevention of communicable diseases; updates policies andprocedures.
15. Coordinates with the Environmental Health and Safety departmentand the Palomar College Police Department to formulate,communicate, and train District staff in District emergencyprocedures, responses to urgent situations, disaster preparedness,and compliance plans.
16. Responds to difficult and sensitive inquiries and complaintsabout Student Health Services; responds to and resolves complaintsand issues.
17. Provides leadership and direction in Student Health Services'use of technology, including medical equipment, computers, andsoftware programs in order to meet the current standard ofpractice.
18. Maintains ongoing communications with staff, faculty, studentsand professional associations at the federal, state and local leveland the California Community Colleges Chancellor's Office.
19. Coordinates with faculty to develop health education programsfor the classroom.
20. Directs the development and administration of health physicalexams for admission of students into the health, medical and publicservice programs of the District.
21. Coordinates and facilitates students' access to benefitsthrough the District's student accident insurance.
22. Oversees confidentiality of medical information to ensurecompliance with the Health Insurance Portability and AccountabilityAct (HIPAA).
23. Identifies and procures sources of increased funding byestablishing and maintaining partnerships in the community andworking with the Palomar College Foundation.
24. Serves as a health care broker by maintaining relationshipswith community and private health resources and community emergencyfacilities to assure cooperative and efficient referrals to thecommunity health care system and other community resources.
25. Directs and participates in the preparation and maintenance ofa variety of complex narrative and statistical reports, records,and files relative to Student Health Services and its functionalareas and operations; ensures mandated reports are submitted to theappropriate government agencies according to established timelines;plans and coordinates research projects related to areas ofresponsibility.
26. Maintains an adequate inventory of medical and informationsupplies, materials and equipment.
