Job description

Reports To: Program Director

Position Summary:

The Assistant Program Director supports the Program Director in overseeing the daily operations of residential and/or community-based and support services for individuals with intellectual and developmental disabilities. This position assists with ensuring quality services, regulatory compliance, staff supervision, health and safety oversight, and person-centered supports in accordance with DDA regulations, COMAR requirements, agency policies, and best practices.

The Assistant Program Director serves as a leader and resource to program coordinators, individuals receiving services, families, and external stakeholders while promoting dignity, independence, and community inclusion.

Essential Duties and Responsibilities:

Program Operations

· Assist with the daily management of residential, community-based programs, and support services.

· Ensure services are delivered in accordance with Individuals Person-Centered Plans and Behavior Plans, and other plans.

· Monitor program quality and ensure individuals receive services consistent with their goals and preferences.

· Participate in admissions, transitions, and discharges as assigned.

· Conduct routine site visits and audits to ensure program standards are maintained.

Staff Supervision and Development

· Provide supervision, coaching, and support to Program coordinator, Direct Support Professionals (DSPs) and Lead Staff.

· Conduct staff trainings when needed

· Assist with performance evaluations, corrective actions, and staff development plans.

· Participate in staff meetings and promote a positive team environment.

Compliance and Quality Assurance

· Ensure compliance with DDA regulations, COMAR standards, Medicaid requirements, and agency policies.

· Assist with preparation for licensing, certification, and quality assurance reviews.

· Review documentation for accuracy, completeness, and timeliness.

· Monitor incident reporting, investigations, and follow-up actions.

· Assist in developing and implementing Plans of Correction (POCs) and Corrective Action Plans (CAPs).

Individual Support and Advocacy

· Promote person-centered practices and individual rights.

· Participate in interdisciplinary team meetings and service planning.

· Maintain effective communication with individuals, families, guardians, support coordinators, healthcare providers, and DDA representatives.

· Ensure individuals' health, safety, and welfare needs are met.

Documentation and Reporting

· Review service documentation, medication records, and program records.

· Prepare reports as requested by leadership.

· Maintain confidential records in accordance with HIPAA and agency requirements.

· Ensure accurate completion of incident reports and follow-up documentation.

Qualifications:

Education:

· Bachelor's degree in Human Services, Psychology, Social Work, Special Education, Healthcare Administration, or a related field preferred.

· Equivalent combination of education and experience may be considered.

Experience:

· Minimum of two (2) years of experience working with individuals with intellectual and developmental disabilities.

· Minimum of one (1) year of supervisory or leadership experience preferred.

· Knowledge of DDA regulations, COMAR requirements, Medicaid Waiver services, and person-centered practices preferred.

Skills and Abilities:

· Strong leadership and organizational skills.

· Excellent verbal and written communication abilities.

· Ability to manage multiple priorities and deadlines.

· Strong problem-solving and decision-making skills.

· Proficiency in Microsoft Office and electronic documentation systems.
