Job description

POSITION OVERVIEW

The Supply Chain Assurance Manager reports directly to the Director, SCM Performance & Enablement and will work with internal and external key stakeholders such as: Operations, Compliance and Ethics, Security, Health Safety and Environmental (HSE), Audit, Suppliers and Service Providers, to implement and maintain risk mitigation, assurance and supplier compliance programs and processes to comply with government regulations and company standards. This position is expected to drive simplification and standardization in our supplier assurance activities and lead the digitization activities. 

The Supply Chain Assurance Manager is responsible for: 

  • Managing a team of Supply Chain professionals. 
  • Ensuring Company and regulatory compliance standards are followed for supplier master data  
  • Integrating and working closely with business partners both inside and outside Cheniere. 
  • Driving compliance, continuous improvement, and value delivery.  
  • Optimizing processes to drive transactional efficiency

KNOWLEDGE AND SKILLS

In-depth knowledge of the following: 

  • Supplier master data collection, validation, and record management, SOX, drug and alcohol programs, governmental regulations.
  • LNG, Oil & Gas, or pipeline operations. 
  • Assurance programs and regulatory requirements, such as: 
    • Supplier qualification and validation
    • Transportation Worker Identification (TWIC)
    • Industrial Safety Training Council
    • Drug and Alcohol testing and screening
    • Pre-employment background checks 
    • Operator Qualification (OQ)

RESPONSIBILITIES AND ESSENTIAL DUTIES

Leadership & Influencing

  • Provide hands-on leadership in the management of the team's scope of delivery ensuring processes are fit for purpose, data integrity and communication with key stakeholders.
  • Lead, coach, and performance manage team's quality of work, and career development.
  • Communicate with business stakeholders to align the strategic intent of supplier risk reviews, broader assurance and vendor record management to meet business needs.
  • Proactively influence senior leaders to gain alignment and access to appropriate resources.
  • Coordinate business specific interests while leveraging Cheniere's scope and scale.
  • Support innovation and introduction of changes considering internal and external market challenges  Influence the growth of assurance activities within areas of Supply Chain.
  • Ensure the timeliness and quality of supplier assurance work to meet operational needs.
  • Provide assurance for team performance, quality of work, data management and capability development.

Stakeholder Management

  • Lead, manage, and support Supply Chain Assurance team to establish ways of working that promotes safe, compliant operations, increased productivity and efficiency.
  • Own business relationships with key 3rd party suppliers in scope and provide thought leadership to improve ways of working.
  • Hands on support to cross-team workload balancing to ensure Supply Chain Assurance services are delivered with quality and timely response.
  • Support the team in day-to-day operations for supplier onboarding.  
  • Develop process improvement plans for existing workflows and manage internal and external relationships focused on eliminating waste & enhance collaboration.
  • Champion process innovation with stakeholders and leadership to contribute to Cheniere's future success.

Work Execution

  • Lead the vision and strategic direction for risk mitigation, assurance and supplier compliance aligned to Supply Chain Management goals and operational needs.
  • Lead the work with cross-functional teams in the development and execution of risk and assurance strategy. 
  • Lead the development and execution of procedures to monitor supplier compliance, risk mitigation and assurance.
  • Thought leadership and execution support for the development of opportunities/projects for continuous process improvement and alignment across all Supply Chain activities.
  • Be the focal point to support the broader organization in onboarding suppliers.
  • Develop fit for purpose guides, job aids for consistency in ways of working and report on relevant key metrics. 
  • Lead the development of audit programs that address internal controls, management controls, and policy & regulatory compliance.
  • Integrate with business partners and suppliers to ensure Cheniere suppliers are qualified and compliant. 
  • Acts as the single point of accountability for compliance, assurance, and risk activities. 
  • Collaborates with other SCM team members to assure assurance activities are effective and measured.
  • Collaborates with other departments with significant interfaces with Tax, Health and Safety, Treasury and Compliance.
  • Supports business partners and stakeholders in the gathering, handling and resolution of compliance and risk actions and findings for effective assurance management.
  • Champions HSE, regulatory and compliance. 

Compliance, Risk and Assurance

  • Lead the pre-qualification, risk reviews and system set up of new suppliers.
  • Lead the daily monitoring of compliance and assurance requirements for contractors and suppliers. Support and lead resolution of non-compliance status as needed.
  • Scan for SCM risks and periodically update key stakeholders on the risk horizon with mitigations.
  • Lead the development of systematic reporting and presentations to identify opportunities and recommendations to improve fit for purpose supplier assurance scopes. 
  • Lead the optimization effort of the compliance and assurance program at Cheniere.
  • Lead coordination and closure of supplier audits. 
  • Leadership and ownership of all SCM procedures and policies.
  • Lead supplier regulatory reviews for safety, D&A testing, background checks, and training.

EDUCATION AND EXPERIENCE

Education, Training and Certifications: Bachelor's degree required, preferably in Supply Chain Management, Accounting, Engineering, or related business. 

Experience: Minimum ten (10) years of progressive, relevant experience within supplier assurance, compliance, supply chain or data management in LNG/ Oil & Gas facility operations. 

The Assurance Manager must have experience with the following: 

  • Managing supplier compliance, intake and onboarding within LNG or oil and gas industry. 
  • Managing master-data in an operations environment. 
  • Supplier performance management and supplier quality management. 
  • Drafting policies and procedures.
  • ERP systems and applications, such as Oracle, SAP, GEP, Ariba, etc.

You'll have access to great IT equipment and support and can readily access the downtown tunnels, restaurants, and gyms. You may occasionally need to travel to our sites at Sabine Pass and Corpus Christi and those sites are governed by FTZ regulations which does include drug and alcohol testing.
