Job Title: Project Manager - Facilities Maintenance / Base Operations Support
Work Location: Jacksonville, FL
About the Role
The Program Manager is responsible for the overall leadership, execution, and lifecycle management of the maintenance services contract. This position provides strategic direction and operational oversight to ensure successful contract performance while meeting all customer requirements, company objectives, and contractual obligations.
What You'll Be Doing
  • Provide cradle-to-grave leadership, oversight, and management of the contract to ensure all work performed under the Performance Work Statement (PWS) meets contractual requirements, quality standards, and customer expectations.
  • Direct all aspects of contract execution in compliance with company policies, government regulations, contractual requirements, and applicable federal statutes.
  • Establish program goals, priorities, and performance objectives that align with the company's strategic vision and the customer's mission.
  • Lead program status reviews, customer meetings, internal staff meetings, business development efforts, and other contract-related activities.
  • Manage contract modifications, negotiations, and implementation of contractual changes.
  • Assume full ownership of the program's Profit and Loss (P&L), including budgeting, forecasting, revenue management, cost control, and financial reporting to ensure program profitability.
  • Develop and implement performance assessment processes to monitor contract execution, identify improvement opportunities, and drive continuous operational excellence.
  • Oversee all financial activities, ensuring effective cost management, productivity, and efficient use of program resources.
  • Partner with union leadership to administer and negotiate the Collective Bargaining Agreement (CBA) while maintaining positive labor-management relations.
  • Collaborate with supervisors and technical personnel to understand customer requirements, resolve issues, and ensure successful project execution.
  • Provide leadership, supervision, and performance management for contract personnel while fostering a culture of accountability, teamwork, safety, and continuous improvement.
  • Ensure compliance with all company policies, procedures, and safety regulations.

What We're Looking For
  • Minimum 5 years of experience managing Base Operations Support (BOS) or similar government service contracts, including specialized experience in facilities maintenance.
  • Bachelor's degree in Engineering, Facilities Management, Business Administration, or a related field.
  • Strong knowledge of Department of Defense (DoD) operations, federal acquisition regulations, and government contracting principles.
  • Project Management Professional (PMP) certification preferred.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with computerized maintenance management systems (CMMS), such as IBM Maximo, preferred.
  • Ability to obtain and maintain the required government security clearance.
  • Ability to maintain access to government installations as required by the contract.
