Position Description

The Project Development Engineer leads technical development for pursuit-stage opportunities, defining engineering scope and producing concept deliverables (e.g., one-line diagrams, site layouts, major equipment specifications, and preliminary bills of material). The role partners with the proposal team including executive sponsor, business development, marketing, subject matter experts, estimating, and project management to shape EPC solutions for microgrids, energy storage, renewable energy, on-site generation, distribution upgrades, smart grid, and SCADA/automation projects, and to transition winning concepts into execution.

Key Responsibilities

  • Develop pursuit-stage technical scope and concept deliverables (drawings, specifications, and engineering narratives) in response to client RFPs/RFIs.
  • Provide technical input and review for marketing collateral and capability statements.
  • Support go/no-go decisions by screening RFPs/RFQs for strategic fit, risk, and alignment with CLPE’s long-term goals.
  • Coordinate proposal development, integrating technical approach, solution concepts, qualifications, reference projects, and commercial inputs from internal teams and partners.
  • Create conceptual solutions and preliminary plans/sketches with customers and stakeholders; facilitate technical/commercial reviews with SMEs and leadership.
  • Assist with execution planning, kickoff meetings, and early design activities to translate proposal concepts, scope, and schedule into deliverable work plans.
  • Represent CLPE at tradeshows, conferences, and industry events; help position the firm for future opportunities.
  • Develop and deliver technical presentations, papers, and panel participation that showcase CLPE’s capabilities.
  • Contribute to business growth planning and support achievement of company growth objectives.
  • Mentor junior staff and support skills development across the team.
  • Maintain and grow customer relationships by ensuring current clients are supported while helping attract new customers.

Skills | Knowledge | Experience

  • Bachelor’s degree in power system engineering, or related field (required); background in technical/engineering business development and project management.
  • Professional Engineering (PE) License is preferred.
  • 8+ years’ experience in the engineering industry.
  • Experience in sales, marketing, or related fields.
  • Familiar with electrical power substation and distribution systems.
  • Experienced developing technical proposals and documentation, including estimates for projects and services.
  • Excellent technical writing capabilities, specialized in supporting complex proposals with detailed technical solutions and approaches.
  • Ability to prepare preliminary schedules in Microsoft Project.
  • Ability to manage complex projects and multi-task.
  • Excellent analytical, organizational, verbal, written, and communication skills.
  • Team-oriented; able to collaborate with partners from start to finish.

Work Authorization | Security Clearance:

  • You must be able to work in the US without sponsorship.
  • Military Base Access Security Clearance is required for this position.
  • A valid driver’s license with a record that meets the CLP Fleet Policy.

Travel

  • Travel is required; must maintain a valid drivers license.

Compensation | Benefits

  • We offer an excellent benefits package that includes medical insurance, dental insurance, life insurance, 401k with company contribution, paid time off and paid holidays.
  • Salary range: $134,000-$158,000/annual based on experience plus eligible to participate in Short Term Incentive Plan.
    • We reserve the right to pay more or less than the posted salary range based on factors unrelated to sex.
