Oncor (together with its subsidiaries) operates the largest transmission and distribution system in Texas, delivering power to nearly 4 million homes and businesses and operating more than 145,000 miles of transmission and distribution lines in Texas.
Summary
The Manager of Material Management-Distribution directs Oncor's material management and inventory management operations. Including material forecasting and ordering, warehouse management, and transportation/logistics processes in support of Oncor's distribution business unit's construction, program and maintenance operations. Provides functional support and guidance to the system wide distribution storeroom organizations to assure consistent processes and controls for warehousing.
Provides and manages functional subject matter expertise and oversight of Oncor's inventory asset management systems, inventory standard operating procedures and material management controls.
  • Implements and directs the tactical operations of the supply chain for distribution and transmission materials, supplies, equipment and related logistical services.
  • Operations process owner of and responsibility for material management, warehousing, process compliance, and inventory accounting accuracy for distribution material.
  • Plans and directs the centralized scheduling of material and supplies to support the work management construction schedule and Operations and Maintenance (O&M) material requirements of the Distribution and Transmission organization.
  • Process owner of Supply Chain Warehousing operations related to distribution material. Provides oversight of materials management, training curriculum, and help-desk support to distribution storerooms and Maximo users. Identifies and implements operational, tactical, and strategic plans for supply chain technology and tools related to distribution material management.
  • Supplier Relationship Manager for warehousing and logistics service suppliers related to distribution materials and supplies.
  • Establishes and directs emergency response procedures and operations for distribution and transmission material supply during storm restoration including 24 hour response, material logistics and remote material staging.

Key Roles & Responsibilities
Other duties may be assigned. Directly or through others, the incumbent:
  • Has accountability for the processes that ensure delivering the right distribution material to the right place at the right time.
  • Collaborates with Strategic Sourcing to develop sourcing plans and provide key performance management measures for distribution materials.
  • Translates forecasting information received from distribution planning into specific needs directly related to individual suppliers and forward appropriate forecast and production scheduling information to those suppliers.
  • Has responsibility for performance management for distribution supply chain system inventories.
  • Manages a centralized kitting process for distribution construction, program and maintenance material and supplies.
  • Manages the warehouse process for Trinity and West Texas (WTX) Distribution Material Centers, and any future material hub centers, and any custom warehousing solutions for distribution materials.
  • Collaborates in contract negotiations and development for distribution materials, as appropriate.
  • Ensures contract compliance and key performance indicators are gathered and reported. Develops and provides reports to aid in monitoring and analyzing supplier performance for distribution material suppliers.
  • Leads cross functional teams in the implementation and ongoing management of existing and new service relationships and identifies specific business improvement initiatives related to distribution material management.
  • Negotiates and develop third party freight agreements.
  • Monitors performance of third-party freight providers.
  • Maintains market intelligence regarding third party freight costs and service.
  • Actively supports and promotes Oncor's supplier diversity program.
  • Develops best in class practices for inventory/materials management systems, inventory controls, warehouse management, and demand planning with regards to distribution materials.
  • Identifies suppliers and vendors in support of supply chain activities related to distribution material management.
  • Performs all essential aspects and functions of the job as well as any other specific job requirements.

  • Continuous process improvement of supply chain process related to distribution materials.
  • Successfully manage materials and supplies to support Oncor's Distribution construction, program, and O&M activities.
  • Successfully ensures contract compliance and facilitates a constructive vendor relationship environment.
  • Effectively negotiates with internal and external stakeholders.
  • Third party freight agreements are in place and demonstrate competitive pricing.
  • Third party freight performance is monitored and reported with corrective action as needed.
